Tasnim Reported, the minutes of the meeting of the Minister of Roads and Urban Development and the Managing Director of Maskan Bank regarding the implementation of Part 4, Clause A, Note 11 of the Budget Law of 1401 are as follows:

In line with the strict implementation of Part 4, Clause A, Note 11 of the Budget Law of 1401, according to “Owners of completed Mehr housing units, which have infrastructure services, are required to refer to Maskan Bank until the end of June 1401 to convert the facilities received from Housing Bank into installment sale facilities. .

Bank Maskan is allowed to increase the interest rate of these units from the current approved rate to the rate approved by the Money and Credit Council (18%) if the above owners do not apply.

Referring to the letter of the head of Central Bank No. 54704/01 dated June 4, 1401, stating that “in order to prevent protests and dissatisfaction of the applicants for the Mehr housing facility and also in line with the implementation of the aforementioned legal component, the Ministry of Roads and Urban Development can coordinate with The Housing Bank should take action. The following items were approved and signed by the Minister of Roads and Urban Development and the CEO of Maskan Bank in the implementation of this legal clause:

1- In view of people’s requests and references and the need to pay attention to people’s demands in the current economic conditions, it was decided that the departments and branches of the Ministry of Roads and Urban Development and the Housing Bank will not take any action regarding the increase in the interest rate of Mehr housing facilities to 18% for all applicants. Refrain from sealing housing.

2- Given that the detailed information of Mehr housing units that are completed and have infrastructure services are available to the Mehr housing trustees, therefore, the completion and infrastructure services of the projects and residential units can only be recognized by the confirmation and written introduction letter of the Mehr housing trustees (departments) The whole road and urban development of the provinces for other cities, the specialized mother company for the construction of new cities for new cities and the urban regeneration company of Iran for dilapidated structures) which is sent to Maskan Bank branches.

In the strict implementation of the budget law, it was decided that only habitable and completed units should be introduced by the trustees of Mashan Mehr to Mashan Bank in order to increase the interest rate, which have branches and meters for water, electricity, gas and sewage disposal, as well as complete landscaping and preparation (asphalt road and accessible sidewalks to the units). 2-1- Mehr housing trustees are obliged to send confirmation and written introduction letter to the bank branches as soon as the conditions of completion and habitability of the units are met according to paragraph 2 and also when it is confirmed that the owners of these units do not come to receive the installment book.

2-2- Confirmation information and written introduction letter of housing trustees of Mehr Housing Bank to branches of Housing Bank must include applicant’s name and surname, national code, landline phone number, mobile phone number, residential address, project code, complete details of the unit including address, block, Floor and unit number.

2-3- Mehr housing trustees are required to send a copy of the written confirmation and introduction letter sent to the bank branches to the Ministry of Roads and Urban Development.

3- After sending the confirmation and written introduction letter by the housing trustees, the seal subject of paragraph 2, branches of Maskan Bank are obliged to send 3 written warnings (first warning with 30 working days, second and third warning each with 15 working days) and Announce the interest rate increase to 18% to these applicants. It is obvious that the application of the 18% rate will be after sending 3 written warnings, and in parallel with the written warning, SMS and telephone warning will also be done by Maskan Bank branches to the mentioned applicants. It is also required that Bank Maskan branches keep their warning documents to these applicants in the relevant file.

4- In certain cases where it is not possible for the applicant to fulfill the obligations of this meeting due to involuntary factors or arrears and the like, the trustees of Mehr housing can report the degree of extension of the deadline to the applicant to the Minister of Roads and Urban Development, and if the Minister of Roads and Urban Development agrees with To extend the deadline, send confirmation and a written letter of introduction to Maskan Bank branches after the deadline.

5- It was decided that the Minister of Roads and Urban Development and the Managing Director of Maskan Bank, while carrying out other coordination and measures necessary for the implementation of the clauses of this meeting, should take action to communicate its provisions to the offices and branches throughout the country.
