Ministry of Guidance: Issuance of journalist card is at the request of journalists and to ensure their job security

Iman Shamsaei, the director general of the press and internal news agencies of the Ministry of Culture and Islamic Guidance, in an interview with the reporter of the Tawana Journalist Club, said about the issuance of a journalist’s license: the main issue, which is so-called as a journalist’s license and is actually the professional work regulations of journalism, is related to how many times It is not recent and it is older. In 1354, there was a resolution by the government of the time with the same title. On the other hand, in paragraph 15 of Article 2 of the Law on the Duties of the Ministry of Culture and Islamic Guidance, which was approved in 1365 in the parliament, there is a direct reference to issuing activity permits to domestic and foreign journalists, and this is one of the laws, goals and duties of the Ministry of Culture and It is Islamic guidance.
He added: Currently, with the abundance of licensed media and media people, journalism does not have any legal rules to obtain this title; That is, it is not like a doctor that after a few years of education, a person must receive a medical system number in the medical system organization in order to be allowed to work. In other words, in journalism and journalism, education, age, expertise, etc. do not matter and anyone can claim to be a journalist or reporter.
Shamsaei continued: We currently have 13,500 media outlets, and in the press law, all legal obligations are only with the licensee and the responsible manager, and the journalist’s rights are not taken into account.
The director general of the press and internal news agencies of the Ministry of Guidance stated: The first demand of journalists from us in various trips and even when facing Tehrani journalists is job security. Journalists say that no one supports us, our salaries are not enough, we don’t have insurance and…. In order to organize the situation of journalists and their job security, we must first have enough statistics and knowledge about the status of people working in this profession to know the journalistic community. How many members does it have? This work has a supportive aspect like being a member of the country’s comprehensive media system, and of course its path is through the system.
Referring to the advantages of organizing journalists, Shamsaei said: the importance of this plan is to be recognized by the institutions and even the audience before benefiting from conventional support. People may know the names of only a number of media outlets, and an official, private and public sector activist comes across a journalist card of one of these 13,500 media outlets and does not recognize that media outlet. With the issuance of an official card by a specialized institution, interactions will be facilitated, and this is a demand of the media and a precedent.
Shamsaei continued: Inquiries and verification of qualifications to receive journalist, professional, union card and according to the conventional rules of identity and qualification verification.
Stating that the issuance of a journalist’s license does not harm the freedom of expression, he stated: Now 11,500 journalists are members of the system managed by Ershad. I dare say that you won’t find a single reporter saying that I was prevented from joining because of my political leanings.
The Director General of Press and Internal News Agencies of the Ministry of Culture and Islamic Guidance, in response to the question why the granting of journalist licenses is not given to guilds, said: We have diversity and abundance of media types such as Press House, Muslim Journalists Association, Veterans Association, Provincial Journalists Association, Basij Media We have employer associations such as media managers, etc., which are about 40 organizations, and the media are really suffering from the lack of a single media organization. On the other hand, according to the law on the formation of the Ministry of Culture and Islamic Guidance, the implementation of this work is within the authority of this ministry, but we will definitely invite the representatives of the professions for the specialized working groups to grant the journalist card.
He pointed out: Please note that the term “journalist’s license” is not used anywhere in the regulation, and the Minister of Culture and Islamic Guidance has also used this term as a term. It is more appropriate to use the term correspondent card. The draft regulation has been completed and is in the final stages of approval.
