Gatilov noted that this tactic of the West in negotiations is well-known in diplomatic matters and has been used many times in the history of international relations.

In late December 2021, Russia made a written offer to the United States and NATO to provide security guarantees to the country so that NATO would not expand eastward in the first place, but Moscow’s initiative was rejected by Western countries.
Russian Deputy Foreign Minister Sergei Ryabkov on Wednesday called NATO’s response to Russia’s proposals to provide security guarantees brazen.
