As can be seen, according to the reforms, the receiving bank has the highest share in paying the fees for card purchase transactions. The issuing bank also pays a fixed amount of 240 Rials for each transaction. Also, according to the new guidelines, the cardholder (customer) will not be charged a fee for buying a card.

* 65% of acceptors will pay less than 2 thousand Tomans per day

According to the timetable for the implementation of the circular for reforming the fee system, this circular will be implemented in stages, and transactions with high amounts will be implemented in priority.

Based on the new model of the fee system, the amount of 600 thousand Tomans is considered as the limit of micro transaction and a fee of 120 Tomans has been proposed for that. Transactions above this amount also have a share equal to 2/10,000 to pay the fee, and in this context, a ceiling of 4,000 Tomans is considered. In fact, higher transactions pay a percentage of the transaction amount as a fee.

In this regard, it is necessary to explain that by examining the transactions carried out in 1401, 65% of the acceptors will pay less than 2 thousand Tomans per day, and also 40% of the acceptors will pay less than one thousand Tomans per day.

With this consideration, we will witness a fair distribution in the payment of fees, and businesses with less transactions will have a lower share, and businesses with higher transactions, which naturally have more profit from their exchanges, will have a higher share of the fee payment.

* Problems of the payment network with the previous model of the fee system

In response to this demand, the Central Bank stated: The current fee system has been stable in the last 10 years, despite the increase in costs and the inflation rate, without any increase in price, therefore, the network and companies active in this field have become worn out in these years. It is almost impossible to invest in tools and infrastructure and the aging fleet of payment network equipment.

The fee system in our country is different from the experience of other countries and providing service without receiving a fee caused problems. The formation of unhealthy and destructive competition in the business environment of payment companies and even many banks is one of these cases. Due to the fact that until now the number of transactions, not necessarily the amount and turnover, has been the criterion and level of profitability for payment companies, therefore, many guilds and major business owners who have had transactions with high amounts but with a small number, have always been These companies have been under pressure to increase the number of transactions even with small and sometimes nominal amounts. The problem of formal transactions imposes a lot on the payment network and makes information processing difficult.

* The reform of the fee system is phased

Public Relations of the Central Bank announced: According to the timetable for the implementation of this circular, the reform of the acceptors’ fee system will be implemented in stages, and transactions with high amounts will be implemented in priority. Also, until further notice, the acceptors of some trades, such as bakeries, supermarkets, fuel stations, etc., are exempted from paying fees, and the share of these trades will still be paid by the accepting bank.

The benefits obtained from the fees are spent on the renovation of infrastructure and network equipment so that the services provided continue and new lighting is available to the people. Also, with the implementation of these reforms, the failure of transactions and the occurrence of unsuccessful transactions, the formation of unhealthy and destructive competition in the business environment of payment companies, and the occurrence of violations such as fake transactions will be prevented.
