On the other hand, the builders say that the inflation of construction materials and non-payment by some applicants have caused problems in the projects.
Mass builders praise the government’s determination to implement a four million unit project in the housing sector. But they have not yet reached a common understanding with the Ministry of Roads and Urban Development. The most important difference of opinion between the private sector and the government is the difference over the price.
The minister’s complaint about the non-cooperation of banks with the project

According to the law, banks are required to allocate 20% of their annual facilities to the housing sector, but in recent years, about 5% of this obligation was fulfilled. A few days ago, Rostam Ghasemi, the Minister of Roads and Urban Development, said that banks do not cooperate in paying the facilities for the construction of houses of the National Housing Movement.

Surplus government lands at the disposal of the National Housing Plan
One of the problems is related to the resistance of government agencies in handing over their surplus land to the National Housing Movement. To solve this problem, a memorandum of understanding has been concluded between the Ministry of Roads and Urban Development and the Document Registration Organization. The president has given government agencies time until the end of September to introduce their surplus lands, otherwise the lands will be registered in the name of the Ministry of Roads and Urban Development of Sindh. It is said that so far 9% of the government’s surplus land has been allocated to the project of leapfrogging production and housing supply.
Regarding the status of project implementation, due to the lack of agreement between the private sector and the public sector, according to the builders, the work has not been completed. Seyyed Mohammad Mortazavi, the head of mass builders’ center, told ISNA a few days ago that the plan and budget organization did not take into account the inflation of the second half of last year when making adjustments. The government has announced the ceiling of the price per square meter of the National Housing Movement units at 4,750,000 Tomans. While some manufacturers talk about prices above 6 million tomans and even 8 million tomans.
Some manufacturers struggle with inflation
In an interview with Isna, Iraj Rahbar, a member of the board of directors of the Tehran Mass Builders Association and the builder of site 504 of the Shahriar National Housing Movement, said: At the beginning of this year, the cost of each cubic meter of concrete was between 600 and 700 thousand tomans, but now it is 1.1 million tomans. it is arrived. On the other hand, we are facing the delay of applicants in payment and non-payment of bank facilities on time.
Expressing concern about the gradual inflation of construction inputs, he said: If the government does not accept the adjustments, we may reach a point where we have to stop the work against our inner desire. Our equipment, such as the mold system, power, generator, etc., are expensive, and the lack of this equipment causes a waste of capital.
It seems that most of the contracts of the National Housing Movement project that have been concluded so far have been with the government sector. Mustafafan Foundation, Maskan Foundation, Executive Headquarters of Hazrat Imam (RA), Imam Hassan Mojtabi (AS) Camp are among the organizations active in the National Housing Movement Project. Officials of the Ministry of Roads and Urban Development have invited well-known and active mass builders to participate in this project.
Land from the government, building houses from the people
Another part of the National Housing Movement project is the transfer of land to self-owners. In the cities where it is possible to provide land, the government provides the land to qualified applicants in the form of groups of two and three people to start construction by providing Iranian-Islamic maps and models. In some areas, it is also possible to assign land to one person. The transfer of self-owned land in the new city of Ivanki is done for the residents of Tehran, and probably in the future, with the provision of land, the cities of Qarchak and Pishva will also enter this process. According to Mahmoud Mahmoudzadeh, currently 333 thousand units of the National Housing Movement are self-owned.
Another model of the national housing movement plan is to pay facilities to land owners. In this way, the government allocates all the benefits of this plan to builders who own land or whose projects are half-finished, and these people can use the facilities of this plan up to 450 million tomans per unit.
Things are moving forward with strength and weakness
In any case, the National Housing Movement project is progressing with intensity and weakness despite the ups and downs in different regions of the country. This plan, if implemented, can lead to housing for many tenants; Tenants who allocate up to 70% of their income to pay rent in some cities. According to statistics, there are about 9 million tenant households in the country.
Due to the extreme fluctuations in housing prices that started in late 2016 and continues, buying a house has become an unattainable goal for many families. The Deputy Minister of Roads and Urban Development for Housing and Construction says that land accounts for 40% of the price of housing in cities and 60% in metropolitan cities.
However, with the measures taken to eliminate land costs in the National Housing Movement Plan, the price of the units will be far lower than the market rates. Land allocation in the National Housing Action Plan includes 99-year lease, 10-year installment sale and participation in construction. Of course, the applicant’s form “C” must be green and they must not own land or residential units from 2004 onwards.
