The reasons for the delay in Mehr housing

Mehr housing was a project initiated by Mahmoud Ahmadinejad in 2016, and the target society was the low deciles that lacked housing. A project that faced the challenge of financing along the way due to the calculation error and the sloganeering of the 9th government. In the meantime, not only did the government do nothing to save its project, but the target group could not provide the initial amount, and thus the rate of construction of Mehr housing became very slow.

At the same time, this plan faced an important problem called location; The problems of determining the location of housing construction were so serious that even now, 15 years after the beginning of the Mehr housing project, many initial applicants have refused to receive their units due to the lack of proper amenities and educational facilities and the lack of access to urban areas.

Market without demand

The financial obstacles of Mehr housing have not been resolved yet; Alireza Jafari, CEO of New Cities Construction Company, has recently said that 23 thousand billion Tomans of cash is needed to complete Mehr housing units. He announced that the number of remaining Mehr housing units in new cities is 60,000, of which 10,000 units have been delivered over the past year and 50,000 units are left. Jafari has admitted that some of the delivered units have deficiencies that need to be fixed.

While the Deputy Minister of Roads and Urban Development has spoken about the shortcomings and lack of housing resources in Mehr, as it was said, 15 years have passed since the beginning of this project and during this time none of the governments have managed to finish it! However, every government has come up with a new idea for housing construction, which, of course, has not been able to complete its own plan.

Too many designs with little productivity

Meanwhile, the 10th government came to an end when the Mehr housing project remained unfinished and faced many problems. Problems that of course the experts emphasized from the beginning. The Mehr housing units were left without applicants and half-finished, and now the fresh-faced Rouhani government came up with a new idea to include the construction of social housing in the national housing action plan.

In the winter of 1997, the 12th government proposed the National Housing Plan or the National Housing Action. During this plan, 400,000 residential units were to be built in new cities and worn-out areas with the participation of the private sector, the Urban Regeneration Company, and the Islamic Revolution Housing Foundation. But this plan was still incomplete until the end of the twelfth government, so that the presidential government proposed its national housing movement plan in continuation of Rouhani’s national housing action plan. A plan that failed in the first year and is followed only by pickpocketing in faraway places devoid of any amenities!

Budgetary discrimination among housing projects

According to the statistics of the Ministry of Roads, of the 50,000 housing units of Mehr, the remaining 40,000 units belong to the new city of Fardis. A city that now carries the new projects of the National Housing Movement. At the same time, the National Housing Movement project has been defined for cities such as Parand and Damavand in Tehran province and various peripheral points throughout the country. However, the progress of this project on the ground has been less than 10%. In the meantime, the officials of the Ministry of Roads and Urban Development claim to implement about one million units, but the National Land and Housing Organization has announced that projects have been defined for 509,000 units and 194,000 units have reached the foundation stage.

In the meantime, it seems that few ways of attracting money for housing construction are being directed by the government towards the national housing movement to complete the plan of the 13th government. Article 3 of the Law on the Growth of Housing Production emphasized: “The resources of this fund are from the resources obtained from the transfer of the lands subject to this law and the collection resources related to the 99-year lease, taxes related to the field of land, housing, and real estate. and building, the resources foreseen for the housing sector in the annual budget rules, the resources from the return of the principal and sub-credit lines of “Moskan Mehr”, the return installments of the First Housing Savings Fund every year, donations from donors and other resources that are included in the statutes of the Provisional Fund It will be provided.” This is despite the fact that, as mentioned, the Mehr housing is still unfinished and is in dire need of 23 thousand billion tomans of money.

The fact is that the hasty plan of the National Housing Movement, like Mehr Ahmadinejad’s housing, has seen its problems along the way. Now it is clear that there is not enough land to implement this plan in urban areas and even the outskirts of big cities. On the other hand, the increasing inflation has destroyed the ability of the applicants to deposit the initial income and the government, which relied on the loan promise of the banking network and the income of the applicants from the national housing movement, has faced two serious problems of land and money.
