Pavel Dorf’s negligence led to the filtering of the telegram in Brazil

Telegram co-founder Pavel Dorf recently issued a statement about the reason for the filtering of the program by a Brazilian court, in which a strange reason was mentioned.
In the statement, which can be seen on Paul Dorf’s Telegram channel, he stated that the reason for Telegram being filtered in this country was the checking of the wrong email address by his company! He also issued a statement to the Brazilian court and the Brazilian users of the messengers, informing them of what had happened.
Dwarf says:
We seem to have had problems with emails sent between our company addresses, Telegram.org and the Brazilian Supreme Court. To this end, we asked them to send future requests to a specific address, but the court refused to do so.
The Brazilian court apparently used only the old Telegram email address to send information, and therefore the emails sent did not reach the company. As a result, Telegram is facing a filter and a ban on working in the country, unless the court reconsiders its decision.
According to Telegram, they have now found the emails and are trying to settle the situation with the court. In recent days, there has been a lot of political speculation about the ban, stemming from accusations leveled at Telegram for facilitating laws to disseminate misinformation. But the problem with this is just the problem of tracking emails.

We seem to be having trouble with emails exchanged between our telegram.org addresses and a Brazilian court. As a result of the disturbances caused by this connection, the Brazilian court, due to non-response, ordered the ban and filtering of the telegram.
On behalf of the Telegram team, I apologize to the Supreme Court of Brazil for this negligence. We certainly could have done better.
We followed the previous court ruling in late February and responded with a request to send requests to remove unauthorized content in the future via a dedicated email address. Unfortunately, we did not receive the reply in time because the court used Telegram’s old all-purpose email address to contact us. As a result, we were unable to make a timely decision on the removal request, which was submitted in early March. Fortunately, we now have access to the emails and have reviewed them and submitted another report to the court.
As tens of millions of Brazilians rely on the use of telegram messengers to communicate with family, friends and colleagues, I urge the court to delay its decision for a few days at its discretion so that we can determine a Represent in Brazil and create a framework for a quick response to these issues, solve the problems that have arisen.
The events of the last 3 weeks have been unprecedented and historic for the world and of course for Telegram. The content monitoring team was full of requests from different parties. However, I am confident that once a reliable communication channel is established, we can effectively process requests for the removal of public channels that are illegal in Brazil.
