Popular organizations should have a formal and legal position in rangeland governance

* Social and economic dimensions, an undeniable necessity in rangeland governance
Massoud Mansour, Deputy Minister of Jihad for Agriculture and Head of the Natural Resources and Watershed Management Organization, stated the need for an interdisciplinary view and the entry of researchers in various fields into the complex issue of natural resources, linking it to other economic and social issues. He called the variety insufficient.
“The interaction of the executive apparatus, the university and the organizations is necessary for the development of this sector, and it is not enough to be content with the existing conditions and move for change, albeit gradually to improve the situation of natural resources,” he added.
He also called for addressing issues such as integrated rangeland management, nomadic migration issues, customary rights of rangeland owners, the challenge of inheritance in rangeland management and grazing licenses, as well as the development of rangeland by-products such as medicinal plants.
* The challenge of overcoming the technical view over the social view
Ali Akbar Mehrabi, a veteran professor of natural resources, in this gathering, considered the long history of Iranians in the use of rangelands, while paying attention to the needs of Iran today, remarkable and instructive and noted: “Of course, this does not mean returning to the ancient nomadic style; “Because such a thing is not possible in today’s conditions of the country.”
While appreciating the experience and expertise of experts and managers of natural resources, who are also among the most prominent experts at the international level, he said: “The most important problem of our rangeland management in the last hundred years is the dominance of technical approach over social approach. Therefore, the main version of solving the problem in this section is to return to the people and involve them in the management of rangelands; “So that all kinds of user organizations are formally and effectively supported by the law at all levels of decision-making.” He suggested that this issue of Growth Reflections could be a good starting point for discussion and a basis for a serious and even challenging discussion on rangeland governance.
* Prescription to save Iran’s rangeland
Mohsen Bagheri Nasrabadi, Editor-in-Chief of Range Governance Special Issue, Journal of Growth Reflections and Researcher at the Center for Agricultural Policy and Natural Resources, Imam Sadegh (AS) University Growth Center, in another part of the meeting From a social and Islamic perspective, he referred to the issues of the natural resources sector, and in this direction, called for interaction with stakeholders, implementers and local communities. Bagheri Nasrabadi considered the solution to deal with the destruction of rangelands, resolving the conflict between the actors in this field and creating a sustainable livelihood for the exploiters to create a sense of identity and belonging by entrusting the right of management and reliable tenure to nomadic and rural exploiters; Of course, in a way that does not change the use of rangelands. This researcher of natural resource governance stated: “Paying attention to the country’s history in rangeland and animal husbandry and trying to use this civilized experience to regulate in accordance with today’s social needs is inevitable; In this direction, the use of Islamic rules in jurisprudence and manners is necessary for the protection, revitalization and exploitation of natural resources.
In addition, Mehdi Mizban, Deputy Head of the Nomadic Affairs Organization of Iran, Engineer Pahlavan, Representative of the Association of Exploited and Compassionate Organizations Behzad, Director General of the Office of Rangeland Affairs of the Natural Resources and Watershed Management Organization They pointed out the relationship between the university and the production department in real space, and the need to design comprehensive versions with the presence of rangeland experts.
* Issues beyond rangeland planning
In the continuation of this meeting, Engineer Javad Moghimi, a veteran expert in rangeland management, expressed the complexity of rangeland management and while appreciating the expertise and efforts of the experts of the Natural Resources Organization, considered the rangeland management to need a change of principled approach. “If we want to get out of this predicament, we certainly have to go back and change our approach, and that requires the organization to be serious and make that change,” he said. Our problem is not that not all of our rangelands are covered by the rangeland management plan; Even if all our pastures are covered by this plan, our problems in the pastures will still not be solved. “We all know where the problem is and what the solution is, but we are not serious about implementing it.”
The ninth issue of the Journal of Growth Reflections on the governance of people based on rangelands includes speeches by Dr. Ali Akbar Mehrabi, Hojjatoleslam Seyed Ali Hosseini, Mehdi Mizban, Hossein Barani, Engineer Javad Moghimi and researchers at the Growth Center of Imam Sadegh University.
