Preventing the loss of national wealth in tourism by taking over the private sector

The head of Khorasan ecotourism lodges professional association Razavi said: The most important advantage of the private sector in tourism is that it can train expert and experienced personnel so that the national wealth and investors are not disturbed.

In an interview with ISNA regarding the role of the private sector in the development of the tourism industry, Sadegh Kazemian stated: If we accept the tourism facilities and organizations that have been formed under the supervision of the Ministry of Cultural Heritage, Tourism and Handicrafts under the title of “professional societies” in the form of national professional societies and associations It is also a provincial professional, this matter is considered more appropriate and expert than all the departments in charge of communities, associations and private sector organizations to take over the activities and supervise its implementation.

Regarding the multiplicity of duties of the Ministry of Cultural Heritage, Tourism and Handicrafts and the government system, he stated: Considering that all the elements of this ministry and general administrations are interested in this issue, but due to the large number of accommodation centers and handicrafts, the agencies cannot address the lack of personnel. Experts handle.

The secretary of the professional society of ecotourism residences of Iran added: In 2016, in the law of the Sixth Development Plan, Article 100 on the transfer of tourism management states that “the cultural heritage and tourism organization can transfer a part of the professional and specialized tourism management that is established according to the law.” slow down”.

He continued: This issue will cause that in the following years, based on the interests and mindsets of the ministry and the trustees, there will be supervision and management of various fields of tourism. Let’s not forget that issues such as the license to establish, modify, complete, rate and rate tourism facilities and monitor them are the most important areas that organizations in the field of tourism facilities can seriously enter by studying, communicating with investors, and feasibility and capacity measurement.

Grading ecotourism accommodations is a very specialized issue

Kazemian clarified: Grading and pricing is an issue that many of our tourism facilities can specialize in; For example, the grading of ecotourism accommodations is a completely specialized matter, and those who evaluate a hotel, guest house, or guest house do not have the expertise to grade an ecotourism accommodation; Therefore, it seems that professional societies and provincial associations are the most justified in this field.

He said: All the people of these communities are activists and specialists of tourism facilities and in recent years they have shown that they move completely with the ministry and general departments. Despite the announcement of a lot of preparation made by these organizations, this has not been achieved and the reason for this is the decision that was not made for handing over and tenure in the ministry.

The Ministry of Cultural Heritage should hand over its professional management to professional societies

The head of Khorasan ecotourism residences professional association Razavi noted: I hope that this matter will be amended in the 7th plan law and oblige the Ministry of Cultural Heritage, Tourism and Handicrafts to hand over its professional and specialized management to professional associations. Of course, this point should be raised that during the past years, the transfer of ownership was very few and even the organizations did not succeed in obtaining ownership of some sectors to the extent that they were looking for it.

He added: For example, at one point, the assignment of tenure was reduced to the extent of completing the applicant’s documents, which was not and is not required by the organizations. Organizations can provide expert advice to those who intend to invest in this area and guide tourism facilities to a standard path so that they do not notice any problems after the establishment of tourism facilities such as hotels, guesthouses and eco-tourism residences.

Professional organizations can be a powerful arm for the Ministry of Cultural Heritage

Kazemian stated: Therefore, professional organizations can advise applicants and investors from the beginning when they enter this field, and accompany them during the period of obtaining licenses, rates and ratings. Also, in the future, with these measures, we can have more coherent organizations so that the interests of tourism facilities can be well defended.

He added: Professional organizations in tourism can also be a powerful arm for the ministry and general departments, and government departments can count on them.
