According to Tejarat News, Rostam Ghasemi stated that the Ministry of Roads and Urban Development has various responsibilities in the field of roads and urban development, including housing, and reminded that according to the government’s plan and the law on housing production, four million houses should be built in four years. Many domestic and foreign analysts do not believe that this number of housing units will be built within this period. There is also experience with Mehr housing and other methods of providing housing, which shows that the number of housing units built in these projects was not very large.
He continued: “As someone who has been active in the field of construction and implementation of mega projects in the country for more than 20 years, based on statistics, I say that the construction of four million housing units is possible in four years.” There are several basic components to building a home, the first of which is land. Land is part of the price of housing in the country. For this reason, one of the strategic actions of the Ministry of Roads and Urban Development in the new era was the establishment of the Land Bank. It has been about 50 days since the Housing Production Leap Law was notified to the government, and the law gives the government a few months before the construction of housing units begins. But my colleagues in the National Land and Housing Organization worked around the clock to identify land in the country, and according to the latest statistics provided two days ago, today the land is ready for the construction of 2.4 million housing units in different cities of the country.
Infrastructure development with the formation of the National Housing Fund
Ghasemi also reminded that the law on the leap in housing production has allowed the Ministry of Roads and Urban Development to create a fund called the National Housing Fund, which is a great opportunity. The fund will be used for infrastructure and services such as infrastructure, school construction, clinic construction, and more. Our experience is to start building schools and clinics at the same time as building residential houses, so that when people settle in, service facilities will be ready. So this plan is a great opportunity for people to become homeowners. Today, one of the people’s livelihood problems is the housing issue, and in many large cities, housing accounts for more than 50% of household expenses.
Design of phase 2 of the National Housing Movement
He added: “In order to achieve the goal of building four million housing units per year, it is necessary to start the construction of two million housing units in the first phase, because the construction of housing in the country will take between one and a half to two years.” According to the plan, the second phase of the project will start before the end of the first phase, and today, land supply and design for the second phase are underway. The quota of all provinces and cities is known in four years and in the first two years. Everyone is obliged by the order of the President to help start the executive operation of these two million housing units before the end of the year.
He said that housing is the driver of employment and the country’s economy, he said: minus the labor force that is active in housing construction, with the construction of these units, the country will become a large production workshop. In addition, there is a need for home appliances in the built-up housing units, and this will activate the home appliance factories.
He said that about one million and 350 thousand people have registered in the National Housing Movement plan so far, adding: “I ask the people that anyone who has not registered in this plan so far, should register faster.” Based on the experience of Mehr Housing, the construction of these units will be applicant-oriented and residential units will be built according to the number of applicants. According to the resolution of the Housing Council, single men will also be able to register, provided that they submit their marriage documents when the housing is delivered. In addition, female-headed households, single women over the age of 35, and single men over the age of 45 can also register.
