He said: According to the law, the amount of increase in minimum wages is according to inflation and not necessarily to the extent of inflation. Last year inflation was 41% while the minimum wage increased by 57%.

He said: Of course, I agree that due to inflation, the conditions of workers and even employees are in trouble, but it is not enough for workers’ representatives to propose holding a meeting to raise the minimum wage. Consensus should be reached in a tripartite process. The employer also has concerns that face problems in providing workers’ rights.

The deputy of labor relations stated: The Supreme Labor Council used to be held every four months, now it is held once a month and the meeting of this council will be held until the end of October, but there is still no item on the agenda regarding revision of workers’ rights.

Regarding the fact that the representatives of the workers say that they have proposed to revise the minimum wages since 5 months ago, Raiti Fard added: the order of the meetings is already decided by the chairman and the secretariat of the Supreme Labor Council, and there has not yet been a consensus on the revision of the minimum wages, although in the meetings Expertise has been discussed, but it has not been included in the agenda of the Supreme Labor Council.

He asked whether it is not possible to compensate the worker’s purchasing power with side benefits such as unemployment benefit or livelihood basket. He said: We do not prevent the employer from giving more salary to the worker, the Supreme Labor Council determines the annual floor and minimum salary according to Article 41 of the law. There is no obstacle for the salary ceiling, and the employer can give a higher amount or consider a livelihood package, there is no problem in this regard.

The deputy of labor relations stated: I agree that the livelihood of workers has become difficult in inflationary conditions, but at least workers’ salaries are determined once a year. If a new decision is to be taken, it should be in a tripartite process that we have not yet concluded.

Raiti Fard added: If the minimum wage is to be increased without tripartism, 50% of our workshops employ less than 10 people and are small, and the wage cost in them sometimes reaches 50%. Of course, in large workshops and companies such as petrochemicals and oil, the ratio of wage costs is below 10%, but in small workshops, the ratio of wages to production is 50%, and if the minimum wage is to be increased, it will lead to layoffs. In that case, a fee will be charged to the pension and retirement fund.

Regarding the amendment of the labor law, he also said: The labor law amendment bill has been finalized in the working groups and has been agreed upon by the social partners, and it is going to be sent to the government soon.

Regarding the cost of housing in the household budget, the deputy of labor relations said whether the government is going to give special facilities to the workers, he said: The deputy of the cooperative has been entrusted with the housing of the workers by the minister of cooperatives, labor and social welfare, and there is a memorandum of understanding with the ministry on this matter. Road and Urban Development was signed to use the capacity of the National Housing Movement for worker housing.

Where did the teacher-apprenticeship plan go?

About the teacher-apprentice plan, Raiti Fard said: This plan was initially included in Article 15 of the 7th Program Bill, but later it was removed. The proposal of the Social Commission is an additional clause that we hope will be added during the consideration of the program bill in the parliament.

In the continuation of this ceremony, Mehdi Islampanah, head of the National Standards Organization, said: ISO 45001 standard is related to safety and work environment standards.

He said: The national occupational health and safety conference aims to extend the issue of safety and standards of the work environment to the employee field in addition to the working environment and companies.

According to the head of the standard organization, the safety of workers and employees in any environment is the responsibility of the first person of the organization or workshop and production foundation, and in case of accidents, the first person cannot avoid the burden of responsibility.

He added: 18 evaluation institutions are in compliance with the ISO 45001 standard to verify the qualification of workplaces, and clauses 7 and 8 of this regulation invite everyone to maintain the safety of the workplace and comply with the standards.

In the end, Islampanah said: The National Standard Organization is the 27th organization to join the World Standard Organization.
