Reiteration of the promise to deliver 4 million housing by the end of the government

According to Tejarat News, Rostam Ghasemi stated that the first meeting of the Supreme Housing Council will be held today under the chairmanship of Seyed Ibrahim Raisi, adding: The government is removing the problems and obstacles in the way of mass production of housing.

He pointed out that the law on the leap in housing production has made the necessary provisions for the components of housing production, which include land supply, financing, construction materials and services, adding: It is housing. In this sense, we are trying to prioritize areas within urban contexts for housing production.

The land bank is completed

He pointed out that there is no coherent bank regarding land in the Ministry of Roads and Urban Development: the land bank is scheduled to be completed within the next 2 to 3 months. Regarding the establishment of land and system bank and land verification in different cities of the country, currently the status of existing lands in 1300 cities has been calculated and the status of cities in terms of land in the road and urban development is being determined.

Ghasemi added: regarding the lands of other government agencies and centers that are provided in the law and should be allocated to the implementation of the national housing plan, according to the law within the next two months, if not announced by the ministries and other agencies, the registration organization will take action. The authority of ministries and government agencies is devoted to the implementation of the Housing Production Leap Law.

The Minister of Roads and Urban Development reminded that there is anticipation of resistance from agencies and organizations for land allocation, and specified: with the formation of the High Housing Council, efforts will be made to correct the resistance for land allocation to implement the Housing Production Leap Law.

Identify the land needed to build 4 million homes

Rostam Ghasemi, emphasizing that within the next 3 months, the existing lands for the construction of 4 million houses will be identified with the view of urban planning and not only housing construction, said: It is done.

He continued: The development of new cities and the implementation of the law on the leap in housing production in new cities can solve some of the country’s housing concerns. Also, town planning is on the agenda in the implementation of the Housing Production Leap Law, and we have the authority to act on this. New towns may not be able to join cities or even new towns, but there are towns that can be attractive to people.

Encourage mayors to implement the law of housing production leap

According to him, in the implementation of the Housing Production Leap Law, the High Housing Council will start working with the presence of specific members and specific duties. Accordingly, duties are assigned to the governors as the chairman of the provincial housing council and they are obliged to answer. The law on the leap in housing production also defines duties for mayors. At the same time, solutions have been devised to encourage mayors to cooperate in implementing the Housing Production Leap Law.

Emphasizing that in the implementation of housing production in cities, incentives are considered to encourage mayors to cooperate, he explained: “Providing services in the implementation of the law on housing production leap is the responsibility of the government and the government should take care of this.” On the other hand, the Ministry of Roads and Urban Development should be provided with financial resources, which will be possible with the launch of the National Housing Fund.

Ghasemi emphasized: The Ministry of Roads and Urban Development is obliged to implement the law on the leap in housing production, and appropriate resources have been provided for the implementation of the law.

99 years of free land for low-income villages

He also added that the government is allocating 99 years of free land for low-income deciles, adding: “The distribution of construction management is the ministry’s approach in this period.” For example, the Ministry of Roads is helping the Foundation for the Underprivileged to build 360,000 units for eligible applicants under the auspices of the Relief Committee.

The Minister of Roads and Urban Development announced that we will make decisions regarding the supply of materials for mass builders in a meeting that will be held in the near future, and we will consider the methods of creating new building knowledge technology. Understandings have been reached. We are trying to improve technical knowledge in order to use new construction methods in the implementation of the housing production leap plan.

Ghasemi reiterated his promise to deliver 4 million housing units by the end of the government, saying that more than 300,000 housing units are built annually by the private sector and the people. The construction of four million housing units in four years, although difficult, is in the government’s plan and will be achieved.

Recalling that housing production in the country takes at least 2 years, he stressed the need to remove obstacles to housing production and said: the construction of 4 million housing units in 4 years is planned in two steps, in the first step and in the first year Planning will begin for the construction of two million housing units, and in the second year, the construction of another 2 million units per year will begin, so that by the end of the 13th government, 4 million housing units will be in the final stages of completion and delivery to applicants.
