According to Isna, Mohammad Ayeni stated: The Supreme Council of Architecture and Urban Development of Iran has approved the policies and physical incentive regulations involving the renovation of neighborhoods in worn-out and inefficient urban tissues, which were prepared by the Urban Renewal Company of Iran.

He added: Incentives for the four groups are included in this package in order to increase the attractiveness of investing in worn out and inefficient structures, which include the provision of parking in suitable places in worn out structures to compensate for the parking deficit, predicting profitable uses on the ground floor, facilitating the conditions of massing. And the view and giving a maximum of one incentive floor compared to the allowed density.

Supporting home businesses in a worn out context

Ayani clarified: Four groups will be included in these privileges, which will have different characteristics and conditions. The first group includes “integrated regeneration at the scale of the urban block”. Home business is foreseen in this clause. In this way, it should provide part of the per capita services required by the overburdened population, while supporting domestic and local businesses that are compatible with the neighborhood environment, through the resettlement of the land, and lead to the promotion and improvement of neighborhood services, the quality of public spaces. and the green spaces of the neighborhood.

He continued: “The other three groups are “renovation on the scale of the main neighborhood axes”, “renovation in the depth of the worn-out urban fabric” and “renovation of parts that cannot be assembled”, and incentives and criteria have been included for all these groups. For example, for the third group, at the same time that an incentive floor is granted, conditions such as the limit of separation and the proximity of the plot to a passage with a width of at least 6 meters have also been included. It means that incentives are not provided without meeting the requirements.

According to Ayani, according to paragraph one of this resolution, the incentive densities subject to this resolution will not be awarded to neighborhoods or areas whose per capita public services are not provided at least sufficiently. City blocks that provide the public services they need per capita within the block are excluded from the scope of this clause.

Historical contexts are not included in these privileges

The Deputy Minister of Roads and Urban Development stated that these incentives are only applicable within the limits of the approved worn-out and inefficient urban tissues and any intervention in the approved historical tissues will be subject to special legal regulations, adding: physical incentives for the improvement of worn-out tissues specific to each city (if necessary) ) within the framework of the policies and regulations of this resolution and according to the structure of the master plan and the special conditions of the relevant city, it will be compiled and approved by the Commission of Article 5 of that city along with the list of non-covered points (the subject of paragraph 1).

He emphasized: The framework for the development of rules and regulations for the neighborhood renewal of dilapidated and dysfunctional urban tissues in future comprehensive and detailed plans was compiled by the Iran Urban Regeneration Company in cooperation with the Vice-President of Urban Planning and Architecture, and after being presented and approved by the Technical Committee of the Supreme Council of Urban Planning and Architecture by The secretary of this council will be notified to the relevant authorities.

According to Ayani, municipalities are obliged to provide neighborhood parking in suitable places in worn-out areas to compensate for the parking deficit of residential units caused by regulations. In this regard, the location map of the mentioned parking lots will be approved by the Article 5 Commission.

The Deputy Minister of Roads and Urban Development stated that it is mandatory to comply with passive defense regulations and national building regulations regarding the minimum width of roads, and emphasized that the per capita supply of residential support services (other than green spaces) in worn-out structures subject to these regulations is through construction. It is allowed in floors.

Ayeni said: A periodic report on the performance of the implementation of this decree will be submitted to the Secretariat of the Supreme Council of Urban Planning and Architecture in six-month periods by the Urban Regeneration Company in cooperation with the municipalities.
