According to the Mehr news agency, citing the public relations of the Organization for the Regulation of Inclusive Audio and Video Media (Satra), Saeed Moqiseh, the head of Satra, was a guest of the 10 o’clock news section of the Khabar channel yesterday. Hamidreza Madghaq, the host of this news section, talked to Maghiseh about the monitoring of the content of the ubiquitous audio and video media in the virtual space, receiving public reports, Satra’s support packages from the media, the details of the World Cup football match broadcast and other issues in this field.
At the beginning of this conversation, the head of Satra said about how to review the works published in audio and video media: Satra is responsible for regulating and supervising and issuing licenses for these media. The issue of auditing or content monitoring is done in several stages. One is in the production licensing stage, that is, when one of the content producers applies for the production of a series or program; At this stage, the script or plan of the program is reviewed after being presented to the relevant council, possible objections are expressed, and if there is a need to consult with expert directors for this work, this will also be done and finally production permits will be issued.
He added: Another stage of monitoring is after content production. At this stage, the works produced in order to adapt to the content that was supposed to be produced or the productions that have been prepared in the form of security, such as foreign dubbed films, are examined by reviewers in another council and at the end, their license will be issued.
Moghiseh further stated: Another type of supervision is related to the start of work of the content publishing platform in cyberspace, in this case, the platform receives its start-up license from Satra. According to the records of the platform and the capabilities of its officials, training courses will be held for them and they will be rated according to their correct performance at different stages. The support of Seda and Sima Organization and Satra to the platforms is based on this rating system.
Regarding the number of audio and video media that have received licenses from this organization, the head of Satra said: About 300 media have received licenses from Satra so far, and these 300 digital platforms account for more than 80% of the market.
He mentioned about the way to receive the tips and criticisms of the users of the platforms: We have two types of media, publisher-oriented and user-oriented. The officials of both types of this media are obliged to provide the ground for popular reports. Therefore, the media should definitely provide this possibility, for example, to report the observation of the content published in the media in terms of not being in line with Iranian-Islamic values, not respecting the age classification, not matching the information of the work with its content, etc. The media has the possibility to announce; Secondly, the Satra website has a section for receiving public reports with the address sapra.ir, where users can refer to it and register their reports.
Head of Satra added: When a report is filed in this department, we will demand from the media, and usually, in this situation, the media will consider the reforms.
Moghiseh further reminded: In this situation where the number of contents is very high, reviews are done in different ways on the service. Of course, not for all content. Therefore, the uploaded content is not necessarily approved by Satra and has not been reviewed. Families can report if they see objectionable content. The higher the number of visits, the higher the number of reviews, but ultimately we will move towards the direction where all the professional contents of the media have reviews. We are trying to identify the contents that have been reviewed by Satra by placing a sign so that people can trust the reviewed content by seeing this sign.
Moghiseh said about the specific support for the media included in the rating of Satra: The Broadcasting Organization or Satra has considered support for the positive regulation of the inclusive audio and video media licensed by this organization. For example, almost every month, it provides a number of radio and television content suitable for the days to the media. So far, we have considered seven content packages including 100 pieces of content for them, including movies, serials, and radio programs. These packages have been provided to the media for free, and the media have the possibility to charge their price from the users.
He added: Also, in these content packages, the media have the possibility of having radio and television networks in the form of a dedicated frame (iframe). Another thing is the freeing of content review fees, which used to be charged. Counseling sessions, including business and economic counseling and training courses for media managers in the Faculty of Broadcasting and Broadcasting at the beginning of work and receiving an encyclopedia are among these supports.
The head of the Universal Audio and Visual Media Regulation Organization (Satra), regarding how to broadcast the 2022 Qatar World Cup football matches in the universal audio and visual media, said: These matches will be broadcasted live by Sa-Sima, Sport and Farat, as well as various radio channels in 4k quality and It will be broadcasted through Telebion, IPTV owned by Seda and Simas, and the IPTVs of the parties to the contract, which include five companies. Regarding the support of the media, he said: sometimes the media have violations in their performance, for which their ratings are reduced, but they compensate later; In this regard, in order to support them, we always consider them to have a positive attitude. If a media is recognized as a media violator, even if these violations did not lead to the suspension of its license, it will not be subject to protections. But most of the media are regular and benefit from Satra’s support.
At the end, Moghiseh mentioned about the reduction of the discussion of taste in the audits of works of audio and visual media: to reduce the probability of the audits being seen as tasteful, we removed the external agencies that were responsible for the audit, and currently this is done by the reviewers of the organization, which causes There is unity of procedure. We have also published the rules in this area on the Satra website; In addition, all media producers and content managers receive the necessary training at the beginning of their work.
