Scrapping the car is waiting for an effective law

According to Tejarat News, one of the reasons that is always mentioned for air pollution in big cities is worn out cars. Cars that not only pollute the air but also consume more gasoline than other cars. In recent days, the discussion of the alternative plan for Scrapping the car which has started since 2006 was brought up.
Rouh-Izadkhah, a representative of the people of Tehran, said: Ministry of Safety and automobile manufacturers, through the Economic Coordination Council of the Heads of Power and the Council of Ministers, are pursuing an alternative plan to deposit an amount to the environment fund instead of presenting a certificate of scrapping the car.
Of course, the Majlis Research Center has opposed this issue in a report.
Khorasan Newspaper wrote, for the first time in the budget law of 2006, the issue of modernizing the transport fleet was raised. In addition, car manufacturers were obliged to scrap one car for every four cars produced with fuel consumption of more than eight liters from the beginning of 2008.
This law raised a lot of hopes about the modernization of the transport fleet, but the lack of financing and non-cooperation of other agencies made things not go as expected. This decree was forgotten and car manufacturers still do not go under the burden of this decree.
Of course, in 2013, there was a discussion about the import of cars on the condition of presenting a certificate of scrapping, which was unsuccessful. At that time, it was said that car importers are supposed to provide scrapping certificates for 4 cars for every car they import.
However, the statistics show that the number of scrapped cars was 1,200,000 cars until 1992, and this figure dropped to 600,000 cars by 50% from 1992 to 1400.
Of course, before June 2019, according to Article 8 of the Clean Air Law, the owners were obliged, but after June 2019, by the decision of the Court of Administrative Justice, the exhaustion condition was removed.
In response to the complaint of a car owner, the Court of Justice announced: “According to the investigation of the Guardian Council, considering that there are other reliable ways to meet the legal requirements for the continued operation of cars, including non-polluting, the term of decommissioning of cars only when they reach the mentioned age It was recognized as against Sharia due to extravagance and violating the rights of the owners.
With this vote, the obligation to scrap old used cars was removed.
The number of used cars in 1404
The CEO of the Road Organization and Deputy Minister of Roads and Urban Development said in July of last year about the state of wear and tear of cars in traffic that according to the latest statistics, about 32% of the cargo fleet, 30% of the bus fleet, 68% of the minibus fleet and also 66% of the Iranian passenger cars are worn out.
However, according to the head of the Association of Centers Scrapping the car According to ILNA, there are about three million used cars in the country, and this number is expected to reach eight million by 1404, which can cause many problems for the country.
The costs of used cars
Worn-out cars are harmful in four areas, and in addition to imposing huge economic costs on the country, they are also the cause of road accidents, which we have discussed below.
Gasoline worn out:
Perhaps the main economic advantage of scrapping old vehicles is the reduction of fuel consumption in the country’s transportation sector. According to the report of the Majlis Research Center, the scrapping of every used car in the current conditions will reduce the consumption of 2000 liters of gasoline per year.
Considering that the export value of each liter of gasoline is more than 90 cents, the export value of this amount of gasoline is about 1,800 dollars, which means that every used car consumes more gasoline, equivalent to 54 million Tomans.
With this account, in case of implementation of article 10 of the automobile industry regulation plan, assuming the scrapping of 300,000 cars per year, more than 540 million dollars equivalent to 16.2 thousand billion tomans will be saved in gasoline consumption annually.
Smoke rises from worn out:
One of the most important factors of air pollution is outdated transportation. According to the latest statistics, mobile sources in our country have a 64% share in air pollution, most of which is due to worn out cars.
However, according to reports, the side cost of pollution in Tehran alone in 1400 was 60 thousand billion tomans. In the world, 9 million people have become victims of air pollution, of which 41 thousand were in Iran.
The side costs of these conditions in 2018 were about 75 thousand billion tomans, which reached 81 thousand billion tomans in 2019. According to the reports, the side costs of each used car are about one thousand dollars per year, which is 30 million Tomans.
Worn-out sow death:
Their role in road accidents is not the story of yesterday and today, and in the past, these cars have left many heartaches in the hearts of citizens, and with the continued use of worn-out vehicles, such accidents will occur in the future.
However, according to the head of the country’s traffic police, 32% of all vehicles in the country are worn out. Most accidents are related to worn out cars.
The deputy of the traffic police has also announced that every accident death in the country costs the country equivalent to 5.3 billion tomans. Since 16,778 people lost their lives in accidents last year, it is easy to understand the costs of worn-out cars in road accidents.
If only 10,000 people who died in accidents died due to car wear and tear, the annual share of each worn out car is 18 million tomans, which should be added to the cost of disability and other injuries, but unfortunately, still millions Worn-out trucks, buses, minibuses and passenger cars are traveling on the country’s roads.
Maintenance costs:
The spokesperson of the Association of Component Manufacturers told Tejarat News: “If used cars are not removed from the cycle, we will need to build parking lots and roads, which according to the standards of municipalities, the cost of which is estimated at 120 thousand billion tomans annually, while the cost of maintaining used cars reaches 230 thousand billion tomans, a number whose damage is equal to the tax income of 1401, and with the continuation of this process, the cost of maintaining worn-out cars in 1404 will be four times the tax income.”
To solve this problem, the spokesman of the Iranian Parts Makers Association said: “Even if worn-out cars are not retired, the government will spend 200 thousand billion tomans annually. While the government can help to replace worn out cars by predicting 80 to 100 thousand billion tomans of 4% facility.
The annual cost of used cars is 142 million
If we want to get a summation of the amount of annual damage of each worn-out car for the government, it should be written:
1. Gasoline consumption: 54 million tomans
2. Air pollution: 30 million Tomans
3. Road damages: 18 million Tomans
4. Maintenance cost: 40 million Tomans
With this account, every used car will cost the government 142 million Tomans annually, which is a significant figure.
