Screening regulations for 1401 Iranian cinemas were published

According to Fars News Agency, quoting the General Department of Public Relations of the Cinema Organization, the screening regulations of Iranian cinema were published in 1401. In 26 articles, this regulation specifies the issues related to the screening and has clearly stated the policies related to this field.
The provisions of the screening regulations are as follows:
“Iranian Cinema Screening Regulations
In order to implement the provisions of Article 3 of the Regulations on Organizing and Supervising the Screening of Cinemas approved by the Council of Ministers on March 1, 2016, the Cabinet is required to prepare instructions on how to supervise screenings in cinemas and to carry out the mission of arranging, scheduling and justice in showing cinematic works. The screening license of the Iranian Cinema Screening Regulations is prepared by the Screening Strategic Council and announced with the approval of the President of the Cinema Organization.
A: Definitions
Article 1: In this regulation, the Cinema, Audiovisual Affairs Organization, the Deputy for Evaluation and Supervision, and the Office for Supervision of Film Screening and Screening are briefly referred to as the Cinema Organization, the Deputy for Evaluation, and the Office for Supervision, respectively.
Article 2: Cinema, a cultural place for showing films on screen, with a valid operating license from the cinema organization, connected to the SAMFA system
Article 3: Sales and Screening Management System (SIMFA) is a system in which screening contracts between the distribution company and the cinema owner are registered. In this system, censorship, sales (both box office and online), discounts, sales floor tables, screening sequences and others Cases are also recorded.
B: Strategic Screening Council
Article 4: The Strategic Screening Council consists of:
1-4- Managing Director of Cinema House
2-4- Deputy of Evaluation
3-4- Managing Director of Cinema City Institute
4-4- Representative of the head of the cinema organization
5-4- Director General of the Office of Supply and Display Supervision
6-4- President of the Producers Union
7-4- President of the Directors Guild Association
4-8- President of the Distributors Guild Association
9-4- President of the Cinematographers Association
10-4- Representative of Surah Mehr Illustrators Cinema Organization (Art Center)
Article 5: The goals and tasks of the Strategic Screening Council are:
1-5- Reviewing and creating effective solutions in meeting theatrical needs
2-5- Suggesting methods to support the screening of movies
3-5- Scheduling the release of films produced during the Corona era
4-5- Strengthening and developing the domestic market of Iranian cinema
5-5- Protecting the rights of Iranian cinema audiences
6-5- Investigating, developing and increasing new theatrical capacities for screening cinematic works (new theatrical platforms) and online screening
8-5- Arranging and facilitating the screening of Nowruz and Eid-e-Fitr with the aim of balancing and observing the diversity of cinematic genres
9-5- Trying to create new marketing, advertising and information solutions by providing effective solutions to use the capacities of relevant institutions such as the municipality, radio and television.
10-5- Reviewing, proposing and selecting solutions for training and caring for the human resources working in the cinema screening network and trying to improve the country’s cinema fleet
Note 1: To facilitate the performance of duties, one of the members is selected as the secretary and one as the spokesperson from among the members of the strategic council.
Article 6: Show Guild Council
Guild Council is an institutional guild council that, as a secretariat, oversees the implementation of the screening regulations and consists of:
1-6- Representative of the Cinematographers Association 2 people
2-6- Representative of one directors’ union
3-6- Representative of the one-man distributors’ union
4-6- Representative of one person producers union
Note 2: The representative of the cinema organization attends the meetings and is responsible for confirming the compliance of the approvals with the screening regulations.
Note 3: In case the representative is not introduced by any of the trade unions (for a maximum of one month from the date of the representative’s request), the Deputy of Evaluation of Competent Experts will be appointed by the time of the official introduction by the trade union.
Note 5: A representative can attend the meetings of the union council without the right to vote by introducing the association of cinematographers from the owners of city cinemas.
Note 6: The representative of SIMFA will be present in the meetings to present a report on the screening process.
Note 7: The presence of at least one representative from the Cinematographers Association in the meetings of the union council is mandatory.
Note 8: In case of absence of two consecutive meetings by each of the representatives, the vote of the representative of the cinema organization is valid.
Note 9: Each of the organizations is obliged to introduce a substitute representative who will be invited to the meeting by each of the representatives in case of prior absence.
Note 10: The rulings of the members of the Play Guild Council will be issued by the Deputy of Evaluation and Supervision every year for one year from March, and their term of office will be a maximum of two periods (two years).
Note 11: In its first meeting, the Play Guild Council elected a person as the spokesperson and all decisions and approvals of the council are official and valid with the announcement by the spokesperson.
Article 7: Duties of the Show Guild Council
1-7- Supervising the proper execution of film screening contracts (same contract)
2-7- Supervising the proper implementation of the procedures of the approved regulations
3-7- Approval of cinema groups
4-7- Determining the method and approval of the sales floor
5-7- Submitting a ticket price proposal to the Strategic Screening Council for approval and notification by the head of the Cinema Organization
6-7- Investigating and monitoring the sales of the groups and matching the announced sales floor in the SIMFA system with the aim of maintaining and adjusting the screening sequence
7-7- Handling the written complaints of each of the parties to the screening contracts and issuing the necessary vote
Article 8: The meetings of the council with the presence of three people, one of whom is from the Cinematographers Association, are formal and its decisions are binding.
Note 12: The union council sends a copy of the approvals and votes issued to the strategic council.
Article 9: The meetings of the union council will be shown on Sundays and the movies will be changed on Wednesdays.
Article 10: The Secretariat of the Theater Guild Council is located in the Cinema House and its administrative and financial responsibilities are the responsibility of the Cinema City Institute.
Article 11: Films with a screening license can be screened by a licensed broadcaster.
Note 13: In some cases, with the approval of the Deputy of Evaluation, the producer can also apply for the screening of his film.
Article 12: The cinema of the group is obliged to allocate at least 5 consecutive chances to show the film, the last chance of which is in Tehran from 9 pm onwards.
Article 13: The time limit for screening the film in the main groups and all seasons is 7 weeks.
Note 14: After the screening of the film in the main group, its continuation in other cinemas is allowed for a maximum of 3 weeks.
Note 15: It is allowed to continue showing all films in campuses with at least 7 theaters, as well as extraordinary screenings in other cinemas.
Article 14: It is possible to show the film in a free group by registering at least 6 contracts.
Article 15: Ceremonial halls with less than 30 seats and supporting cinemas will not be subject to the rules of this regulation.
Note 16: The ticket price for ceremonial halls will be at most twice the ticket price of the same campus.
Article 16: The number of chances to show each contract registered in SIMFA will be at least three rounds, one in between and from 12 noon onwards.
Article 17: The number of films that can be shown in each hall (except for the group halls) in Tehran will be 2 films and for other cities 3 films per day will be on a rotating basis and with separate registered contracts in SIMFA.
Article 18: Campuses with more than 7 halls, if they provide services to all new screening films, can dedicate up to three halls to show one film at a time.
Article 19: The ticket price on Tuesdays in all halls is half.
Note 17: The Show Guild Council can consider a discount on the ticket price for occasions such as the Fajr Decade, Holy Defense Week, National Cinema Day, Student Day, Student Day, International Children’s Day, and the like.
Article 20: In case of selling less than 5 tickets in one chance, the cinema can cancel the screening of the movie in the same chance (maximum one hour before the chance). In this case, it is allowed to replace another film only in the same chance and it is not allowed to extend it to other chances of the original movie.
Article 21: During the mourning holiday, cinemas are closed from sunset the day before to sunset on the day of mourning.
Note 18: On non-holiday mourning days, the day of mourning will be closed from morning to sunset.
Note 19: The decision on how to calculate the unforeseen vacation or unusual conditions is the responsibility of the Strategic Screening Council.
Article 22: Any side program, including theater, football, special shows, etc., requires obtaining a license, as the case may be, from the Deputy of Evaluation or the General Directorate of Islamic Culture and Guidance of the province.
Article 23: Continuation of showing the film online in the requested screening systems is at least 45 days after the end of the public screening in the group and according to the written request of the owners of the works and the approval of the Deputy of Evaluation.
Article 24: In case of extraordinary circumstances and unexpected events, the authority to temporarily change or decide on some articles of this regulation is the responsibility of the Strategic Screening Council and its notification by the head of the cinema organization.
Article 25: Art and experience
The Art and Experience group is not included in this regulation, but the registration of the contract and its ticket sales will be done through SAMFA.
Article 26: This regulation in 26 articles and clauses and 19 notes was approved by the head of the Cinema, Audio and Visual Organization and is binding. “
