Extensive construction without permission, at night and on holidays!
In this regard, Nasser Amani, a member of the Tehran City Council, said in the 98th session of the Tehran City Council about the unauthorized constructions in District 19: The municipality should intervene directly in this regard and prevent the construction. Of course, the mayor of the region has just been appointed, but the mayor of the region does not have the ability to deal with this issue, and the monitoring of these constructions by the supervisory institutions has decreased.
He added: A stronger mechanism should be developed in Tehran Municipality for this matter and the mayor of Tehran should have been present in this area to investigate the issues.
Also, in the continuation of public rights, the deputy attorney general of the country announced the demolition of unauthorized constructions in Khalazir area of Tehran and said that the municipality is obliged to cooperate with judicial and law enforcement authorities and other responsible institutions to remove the encroachment and demolition of illegal and unsafe constructions.
In this regard, he stated: According to the observations, it was ensured that some profit-seeking people who do not own any land, without obtaining even the initial permission, are making illegal constructions in the mentioned area on holidays and at night. They build commercial and residential units on a large scale.
The deputy attorney general of the country stated: After the field observations, a decisive and serious action was immediately put on the agenda of the judicial system, and according to the order of the attorney general of the country regarding the realization of public rights and dealing with the occupiers, the removal of the occupation of national lands will be done soon. In this regard, the necessary coordination with the executive and law enforcement agencies has been carried out and the necessary judicial orders have also been issued, and soon we will witness the destruction of all these illegal occupations and restoration to the previous situation.
Turki stated: The judicial system does not appease any person in the pursuit of public rights and the protection of people’s rights and is determined to implement the law. It is necessary to immediately prevent unsafe and unauthorized construction and remove the encroachment of the national lands in the Gulf of Tehran, and the necessary measures will be taken.
The deputy attorney general of the country said: “The city administration and the responsible institutions should not allow some profiteers to encroach on public rights with extensive illegal constructions at night.”
Do not let the work drag to a narrow place
Mohammad Haqqani, the father of urban management in Iran and a member of the city council in the fourth term, referring to the unauthorized constructions in the 19th district of Tehran Municipality and why this old problem has not been solved, said: “Unauthorized constructions have many factors and causes.” People in big cities flow from small towns to big cities due to lack of water and economic diseases.
Stating that it is very important to deal with illegal constructions, he added: residential constructions have been done illegally in the 19th and Khalazir regions, and I believe that the main culprits of many of these illegal constructions are the municipalities and governments.
This urban activist continued: We have a comprehensive and detailed plan and we must act based on this plan. If illegal constructions are dealt with legally at the first stage, the work will no longer be difficult.
The big land-grabbing mafia to divide urban land
Haqqani stated that according to the existing conditions, the municipality and the police are not ready to deal with these cases, adding: There are people who divide the lands intelligently. Behind these there is a big mafia that divides the land into 100-200 meter pieces. These lands are in the sanctuary and are outside the city lands that are divided and sold.
The former member of the Tehran City Council pointed out that if these people are not dealt with, this procedure will continue, and said: the imprudence of the officials will cause these constructions to progress like cancer, and there is no possibility of dealing with them at that time.

This urban area expert stated that in the last two years, the Khalazir area has been organized, he said: one of the main problems is that unprocedural issues arise in different periods, the municipalities do not deal with them and do not fulfill their legal duties, and then they seek to organize. .
Haqqani added: We have this experience in peddling and wholesale. First, they don’t deal with it, and then they think about organizing it. Khalazir at the beginning of the work when the iron was worn out and sold; All kinds of smuggling were done there. At first, their number was small, but according to the latest information, there are 4 thousand cases, and now it is 12 thousand cases. The reason is that they were not dealt with properly during the formation.
He added: They say to organize, but the opposite should not be organized, but should be dealt with. If according to the law something is wrong, there is no point in organizing, and the more we organize, the more it becomes. In my opinion, the issue of organizing Khalazir is not wise.
Haqqani pointed out that the municipality should act instead of organizing, and said: In the fourth city council, we talked with the vice-president of municipal services at the time, and investment outside Tehran wanted to invest and provide that area to the municipality, but they refused to do so.
According to the father of urban management in Iran, instead of organizing from the first day, the essence of the matter should be dealt with. They lose their work and then they think about it.
Be decisive with management and tact
Referring to the current conditions of the country and the problem of illegal construction, he said: “We cannot deal with the current situation severely.” The municipality can enter through the Shehrban and Hareemban companies and the available forces in the current situation with planning and management. This should be handled with caution and humanity.
Referring to the fact that some people want to take advantage of the current situation, Haqqani said: It should deal with the main roots of these constructions and those who sell and divide these lands in a legal manner and with planning and management in coordination with the judicial authorities.
The municipality’s dealings with merchants
In the meantime, the head of the 19th district municipality announced the removal of 17 shops and 1,500 meters of unlicensed wall construction, and Toraj Farhadi stated in this regard that with the support of the police force, effective measures have been taken in the past few days to identify people active in this field by the intelligence and security authorities. Necessary notices were sent to them that if they do not respect the order, social order and sanctity of the city, the people and the city management and not being bound by the city laws will be prosecuted by the judicial authorities.
Land traders take advantage of this situation and often sell buildings that are built without any permission, non-compliance with the principles of urban planning, technology, lack of strength and security to less fortunate citizens, which causes crisis and unfortunate consequences for these people and city management in the present and future. will be. Stabilization and unprincipled works will cause serious damage not only to this area but also to the city of Tehran, and we must protect the city and its citizens with legal actions.

Tehran Municipality always shortens the hands of businessmen with occasional confrontations, but in the current situation, the amount of construction has expanded so much that maybe a lot of power is needed to stop corruption in this area.
Therefore, it seems that with stricter laws and decisive actions, land and housing traders and unsafe constructions should be dealt with so that other metropolises do not spring up in the heart of Tehran.
