Terms and conditions for removing the guarantor from the bank facility

According to the Ministry of Economic Affairs and Finance, Seyed Abbas Hosseini, Deputy Minister of Banking, Insurance and State-Owned Companies of the Ministry of Economy, stated that the ministry’s decision to remove the guarantor for micro-facilities only means replacing the accreditation system instead of obtaining He stressed that the guarantor of micro-facilities for “eligible” individuals: “This decree does not mean anything and does not mean that all members of society can go to any bank to get a loan from today.”

Hosseini added: “What the Ministry of Economy has done is that it has facilitated the payment of micro-facilities up to 100 million Tomans by the order of the President and the emphasis of the Minister of Economy in terms of receiving documents and guarantors for eligible applicants.”

He clarified: The Ministry of Economy in its decision in any way regarding the rules of banks and to whom to lend or not? Did not speak or intervene.

The Deputy Minister of Banking, Insurance and State-Owned Companies of the Ministry of Economy reminded: “In fact, what has been said is that the previous process of paying micro-facilities in banks, in accordance with the Central Bank, Monetary and Credit Council and the banks’ own internal regulations, It remains strong, with the difference that we have facilitated the conditions for obtaining a guarantor and bail from the loan applicant, even if he is eligible.

Hosseini said: “Therefore, the perception and interpretation of some that from today” all “people in the community can go and take loans, is wrong, because we have not changed the rules of payment of facilities and have not set a budget and credit for it; The only difference is that anyone who has been recognized as eligible for a loan under the usual routine of banking law now does not need to provide a formal guarantor to receive a microloan, and a salary deduction certificate is sufficient for him.

He reminded: “Of course, we should not forget that now, according to the decree of the Ministry of Economy, the target community of the project, in the first stage, employees, retirees and pensioners of public, public and private sectors receive salaries and in the next stages, other sectors.” The community will also be included in the plan.

The Deputy Minister of Banking, Insurance and State-Owned Companies of the Ministry of Economy said: The criteria for payment of facilities to the beneficiaries of the project, as announced by the Minister of Economy, for employees and retirees of government agencies, public non-governmental organizations and other reputable private companies. The same bank branch that receives its salary), up to 50 million Tomans, without a guarantor with a letter of deduction of salary and up to 100 million Tomans, again without the need to provide a guarantor and with a letter of deduction of salary with a check or promissory note Was.

He added: Employees of other private sector companies, from workshops, companies and small to medium enterprises, if they have a credit rating of A and B at the bank receiving their salaries (at the discretion of the bank), need to receive a loan of 50 million Tomans. They do not have a guarantor and can apply with a letter of deduction of salary, along with receiving a promissory note or check.

Hosseini said: in order to get a loan of 100 million Tomans, in addition to the above, the same people must also provide a guarantor.

He said: “Of course, if the credit rating of the mentioned people, according to the bank’s diagnosis, is equal to C, whether for a loan of 50 or 100 million, they must present a valid guarantor and a promissory note or check, as the case may be, to the bank.”

Hosseini reminded: this point should be noted, it is specified in the circular of the Ministry of Economy, the granting of facilities without a guarantor should be done only by the bank branch from which the person receives salaries and does not even include another branch of the same bank.

The Deputy Minister of Banking, Insurance and State-Owned Companies of the Ministry of Economy emphasized: Determining the credit rating of individuals and classifying private sector companies as large, small and medium is done only by the bank itself and we do not tell the bank to put this company in the category of large companies. Or transfer this person’s credit rating from C to B; In our opinion, whatever the rules and regulations of the bank dictate.

Hosseini said: “As the Minister of Economy announced, if in a bank, as the case may be, there are easier conditions for paying facilities to customers; If we recognize that the situation is in the public interest, the bank can do the same.

He continued: “Currently, the granting of micro-facilities to other customers with accounts in banks is still in accordance with the previous practice of banks; That is, a person who is not an employee or retiree of the public and private sector and has a bank account, such as a taxi driver or a farmer; He can also use banking facilities, according to previous procedures, and it is not true at all that it is said that the Ministry of Economy has abandoned them.

“If these people are not seen in the first stage of the Ministry of Economy’s approval, they should not be ignored, but the problem is, for example, how can you be a driver of public transport or a Credit the farmer?

He said that the validation of these groups requires the development of a special mechanism, he said: the task of developing and designing such a mechanism is the responsibility of the Central Bank, as the Governor of the Central Bank has announced, the instructions of the rating consulting company Iran’s credit rating is being reviewed, which has been completed by the end of this year, and the method of credit rating of people without credit rating will be developed by this institution.

Hosseini added: “What should be emphasized is that the decision of the Ministry of Economy to facilitate the payment of micro-facilities to the people, in the first stage, includes a very large part of society and households, and the rest of us are people who According to reports, they have basically not been ranked yet.

He noted: In general, the parameters that are the basis of accreditation in the country, based on international indicators such as “ability to repay installments”, “amount of non-current debt of the applicant”, “no irrevocable checks”, “no tax debt” Or determining that it is not obligatory ”,“ not having debts to the Social Security Organization, electricity, water, gas and شرکت companies ”,“ not having criminal convictions ”and..

The Deputy Minister of Banking, Insurance and State-Owned Companies of the Ministry of Economy added: “In fact, the Ministry of Economy in its circular has paid special attention to the issue of” ranking “as work that was left on the ground; That is, we now have both facilitate lending conditions and emphasize the importance of ranking.

In another part of his speech, Hosseini reminded: “Therefore, the decree of the Ministry of Economy does not mean that all members of society can go to any bank they want and take a loan from today, but we are the only specific order of the president to facilitate We have fulfilled the conditions for receiving a loan in terms of reducing the number of collateral.
