Hosseini said: “Despite the difficulties and hardships, following the Minister of Economy, six ministers, three senior judicial officials, the head of the Central Bank and a group of members of the Islamic Consultative Assembly convened a meeting of the Supreme Council for Combating Money Laundering. The Deputy Minister of Banking, Insurance and State-Owned Companies of the Ministry of Economy added: “The recent decision of the Supreme Council for Combating Money Laundering was an effective measure to achieve e-banking and has made it much easier to serve customers.”

He added: “Among the most important issues that have been considered in the new instructions and decree, we can mention issues such as in-person identification of the client or the in-person provision of basic services, which are subject to the electronic authentication of the client.”

Hosseini stated: Every credit institution or non-bank monetary institution is obliged to perform electronic authentication procedures by taking measures such as completing the fields of essential identity information items, verifying the identity information of the basic services applicant through the relevant systems and databases and reviewing the features. Ensure the identity of the applicant using diagnostic tools such as the use of biometric tools on the client.

He mentioned the examples of basic services that can be provided by the banking system according to the decision of the Supreme Council for Combating Money Laundering, including opening various types of bank accounts, other than the current Gharz al-Hasna deposit account, granting any acceptance tools, granting various payment instruments, renting safes, granting facilities. Qarz al-Hasna, as well as the provision of non-commercial facilities to individuals in areas such as construction, purchase or repair of housing or the purchase of essential goods such as cars, as well as the issuance of guarantees for non-commercial purposes by credit institutions.

According to Hosseini, opening a Qarz al-Hasna Rial savings account for members and granting Qarz al-Hasna Rial loans to members of credit cooperatives are among the other permitted cases in this regard, according to a resolution of the Supreme Council for Combating Money Laundering.

He mentioned the provision of non-commercial facilities to individuals by leasing companies, among other permitted cases in this regard.

The Deputy Minister of Banking, Insurance and State-Owned Companies of the Ministry of Economy stated: Of course, in this context, the provision of basic services in absentia by exchange companies and Gharz al-Hasna funds is not allowed.

He stated that the provision of basic services above the above limits is subject to the permission of the Central Bank, noting that the provision of banking services to absentee clients and clients under 18 years of age is prohibited.

Hosseini emphasized: All credit institutions are required to observe the security of the production space and exchange relevant information in accordance with the criteria announced by the Center for Strategic Management of the President and obtain the necessary licenses and are not allowed to delegate all or part of the assigned tasks to third parties. .

He said e-banking and new technology topics such as digitalization of banking services, e-authentication in absentia can create a dramatic change in the field of banking. By using offline corona authentication, many people will benefit from this technology tool, and with the pervasiveness of these services, we expect many redundant costs, including paper costs, transportation, etc., to be reduced in the future.
