Text of the letter of the Deputy Minister of Cultural Heritage to the Parliament

According to Aria Heritage, the text of the letter of Dr. Ali Darabi, Deputy Minister of Heritage, Culture and Deputy Minister of Heritage, Culture and Handicrafts to the members of the Islamic Consultative Assembly, which was given exclusively to Aria Heritage News Agency:
“in the name of God
The Deputy Minister of Cultural Heritage would like to thank the esteemed members of the Islamic Consultative Assembly, who have always been and continue to be supporters of cultural heritage. It will create a lot.
The most important problems and objections are:
١. This plan has reduced the semantic dimension, learning lessons and identity of cultural heritage to a material and economic matter, and also in the world experiences, this view has changed in the management of cultural heritage.
٢. This plan would violate the international conventions that Iran was one of the first to join. For example, the UNESCO Convention, entitled “Taking Measures to Prohibit and Prevent the Illicit Entry, Export and Transfer of Cultural Property,” to which Iran acceded in 1995.
٣. The rulings that international courts will issue for the return of Iranian historical objects from other countries will be overshadowed by this issue.
٤. Considering that Iran has appropriate conditions in terms of laws and regulations for the protection of works, which prohibit all unscientific and unauthorized actions, this plan violates several laws passed by the parliaments of the last century, such as the Law on the Preservation of National Monuments and the Law on Non-Excavation. Exploration is permitted with the intention of obtaining antiques and historical artifacts approved by the Islamic Consultative Assembly مواد or Articles 1-4-2 of the Islamic Penal Code approved by the Islamic Consultative Assembly.
٥. Due to the incentive of unauthorized diggers, the passage of this law will create a huge movement for illegal excavation in the country, which, of course, will not be of great value even after discovery due to the lack of official archaeological identification such as location, type of layer and the like. Because Iranian and foreign museums will not display works without identity cards.
٦. According to the country’s academic community and scientific and professional associations and institutions, this plan is not in line with the principles of archeology and the protection of heritage and cultural values, and has not been unprecedented in other developed countries in terms of conservation.
٧. It may be argued that unauthorized excavations and the sale of works are an undeniable fact. In response to this claim, the same is true of drug trafficking. If the government releases Iran due to its transit situation, it can earn a lot of money.
٨. Undoubtedly, the solution to prevent such an establishment procedure is Article 3 of the Constitution of the Islamic Republic of Iran, which emphasizes that efforts to prevent the sale and purchase of antiquities and national and unique treasures through legislation should be put on the agenda and serious support in To strengthen the forces of the Cultural Heritage Preservation Unit and promote the archaeological site in the country.
Accordingly, it is expected that the esteemed representatives of the signatory of the plan, by withdrawing from the said plan, will remove their worries and fears from the field of cultural heritage.
