The amended regulation of the Art Council was announced by the president
According to Fars news agency, Ayatollah Seyed Ebrahim Raisi, the head of the Supreme Council of the Cultural Revolution, announced the “amendment bylaws of the Art Council” which was approved in the 858th session of this council on March 24, 1400, for implementation.
This bylaw was approved in 5 articles and 3 notes and replaces the previous bylaw (approved by the 425th meeting dated 5/27/1977 and the addendum to the 593rd meeting dated 9/13/1975 of the Supreme Council of Cultural Revolution).
“Amendment Code of Art Council” in order to “realize the declaration of the second step of the Islamic Revolution” and “explanation jihad” as two important categories in the intellectual and cultural developments of the country and also according to the attached verdict of the members of the Supreme Council of the Cultural Revolution regarding the transformation plan of the council “Art Council Charter” as the operational base of art and one of the intellectual cores of the Supreme Council of the Cultural Revolution, has been modified in accordance with the transformational plan of the Supreme Council of the Cultural Revolution.

The “Art Council Amended Bylaws” which was approved by the 355th meeting dated 12/03/1400 of the designated council and the 858th meeting dated 12/24/1400 of the Supreme Council of the Cultural Revolution, are notified for implementation as follows:
Introduction
Art is the expressive language of civilizations and therefore this category has always played an effective and irreplaceable role during the brilliant civilization of Islamic Iran. The creation of a new Islamic civilization as the great ideal of the revolution has been emphasized and emphasized by the Supreme Leader in the “Statement of the Second Step of the Islamic Revolution”. According to this statement, the horizon of the Islamic system is civilization building, and the realization of the new Islamic civilization is possible through the passage of culture and art, and in this, the role of “art” is very basic and fundamental; Because it contains many fields for the transfer of cultural concepts and values. On the other hand, according to the guidelines of the Supreme Leader of the Islamic Revolution regarding “explanation jihad”, it is possible to use very diverse and wider capacities as powerful and effective manifestations in the explanation jihad movement.
In this regard, in order to “realize the declaration of the second step of the Islamic Revolution” and “explanation jihad” as two important categories in the intellectual and cultural developments of the country, and also according to the attached decree of the members of the Supreme Council of the Cultural Revolution regarding the transformation plan of the Supreme Council, “Art Council” as the operational center of art and one of the intellectual cores of the Supreme Council of Cultural Revolution, is modified according to the transformational plan of the Supreme Council of Cultural Revolution as follows.
Article 1- Duties:
Compilation and evaluation of the macro policies of the Islamic Republic of Iran’s art to propose to the Supreme Council of the Cultural Revolution
Proposing policies and solutions in the field
A- Higher education, education, general education (formal and free) and artistic research.
B- Promoting the written culture of Iranian and Islamic art through the creation of authoring and translation facilities.
C – Determining priorities in artistic productions.
d- introducing Iranian works of art and artists from Islamic countries to the world through; Authoring, translation, holding exhibitions, festivals and…
E- Identifying, introducing, preserving and protecting the best artistic works and talents and committed artists of the country.
and – Explaining and conveying the concepts and values of the Islamic Revolution to the new generation through art.
G- Explaining the theoretical aspects of art in fields such as aesthetics, mysticism, philosophy and identifying and criticizing artistic movements.
H- Planning to introduce original and traditional cultural-artistic works in order to preserve and spread the identity of Iranian-Islamic culture.
Strengthening communication and coordination between the production, executive and scientific departments of art.
Determining policies for the introduction and promotion of indigenous and local arts.
Supporting religious, philosophical and mystical education and research about the basics of art and the practical use of the results of these researches in the production of works of art, architecture and urban planning.
Proposing the approval and amendment of the statutes of art foundations and institutions at the national level to the Supreme Council of the Cultural Revolution in compliance with the relevant laws and regulations.
Explaining the practical role of art and formulating and proposing related policies.
Monitoring the developments, demands and artistic capacities of the country domestically and abroad.
Explaining and presenting a quarterly report on the issues, positions and status of the art field in society.
Compilation and presentation of national and development documents of various fields of art including: cinema, performing arts, visual arts, music, traditional arts, architecture and poetry and presenting it to the Supreme Council of Cultural Revolution.
Evaluation and pathology of actions, activities and artistic trends of the country.
Planning in the direction of coordinating the country’s art macro management with the approach of sublime art in the modern Islamic civilization.
Communication and active interaction of the Art Council as the operational headquarters of the country’s art with the steering headquarters and specialized councils of the Supreme Council of Cultural Revolution and other institutions and bodies.
Examining referrals from the Supreme Council of Cultural Revolution.
Article 2- Members:

The Minister of Science, Research and Technology or the plenipotentiary representative
The Minister of Education or the plenipotentiary representative
The Minister of Cultural Heritage, Tourism and Handicrafts or his authorized representative
Three members of the Supreme Council of the Cultural Revolution
The head of the broadcasting organization or the authorized representative
The head of academic jihad or the plenipotentiary representative
President of Islamic Azad University or authorized representative
Head of the Art Academy
Head of the Islamic Propaganda Organization’s art department
Head of Basij Artists Organization
One person chosen by the Social Cultural Council of Women and Family
Three artists, experts and activists in the field of art with the introduction of the head of the council and the approval of the members and with the decree of the secretary of the Supreme Council of Cultural Revolution
One of the heads of art universities with the introduction of the Minister of Science, Research and Technology
Secretary of the Art Council
Note 1- The head of the art council is selected from among the members and introduced to the Supreme Council of the Cultural Revolution for approval and issuance of decrees.
Note 2- The Secretary of the Art Council is introduced to the Secretary of the Supreme Council of the Cultural Revolution upon the proposal of the President of the Council and the approval of the elected members and to issue a ruling, and its secretariat is established in the Secretariat of the Supreme Council of the Cultural Revolution.
Note 3- The orders of the members of paragraph 5 and the head of the council are issued by the presidency of the Supreme Council of Cultural Revolution for a period of three years.
Article 3- The council can form working groups to carry out its duties and invite people from relevant experts and experts for consultation in artistic matters.
Article 4- After the final approval in the Supreme Council of the Cultural Revolution, the resolutions of the Council are communicated to the executive bodies through the Secretariat of the Supreme Council.
Article 5- This regulation was approved in 5 articles and 3 notes in the meeting dated 12/24/1400 of the Supreme Council of Cultural Revolution and replaced the previous regulation (approved at meeting 425 dated 5/27/1377 and addendum to meeting 593 dated 9/13/1385 Supreme Council of Cultural Revolution)
