This happened when Zanganeh returned to the Ministry of Oil and a large number of retirees and his friends from other groups such as Fisheries, Water and Sewerage, Nomadic Affairs and the Ministry of Energy and even members of parliament entered the Ministry of Oil.
Also, the cessation of attracting elite graduates of the University of Petroleum Industry caused a large number of them to work in foreign countries, and a number of others changed their field and left the oil space altogether and turned to other jobs.
