The book Requirements for a Single and a bicameral parliament has been published

According to Fars News Agency, “Hassan Grossi” wrote on the occasion of the publication of this book: Parliament is the center of decision-making in any democratic system and affects all elements of a political society, the shape and structure of which can also affect these relations. Whether the legislative system is bicameral or unicameral has a direct effect on the legislative process, the mechanism of oversight and balance of powers, the efficiency of the legal system as a whole, the establishment of justice and citizen participation in legislation, the protection of public interests and the protection of minority rights. Can not there be a general prescription in this regard that a one-chamber system is better or a two-chamber system? Although bicameral systems have historically usually been formed in class societies, today, for a variety of reasons, single-chamber parliaments have also become popular, and a considerable number of bicameral systems have been transformed into single-chamber ones.
With the blessings of the Holy Prophet Mohammad Mostafa (PBUH) and Imam Ja’far Sadegh (AS) at the same time as Christmas, the book “Essentials of a single-chamber and two-chamber parliament”, part of which is taken from my doctoral dissertation entitled “Feasibility study “A bicameral system with an emphasis on the constitutional rights of the Islamic Republic of Iran,” was published.
The present work studies the criteria and criteria of a bicameral and bicameral parliament, the advantages and disadvantages of each, and finally a favorable model for the legislature of the Islamic Republic of Iran is proposed. The final findings of this paper, considering the decisive indicators in the two parts of reforming the structural system of a single parliament and the possibility of creating a second parliament, are presented in the form of two models of symmetric bicameral system and a balance model of conservatism and transformation. Provide appropriate to reform the structure of the country’s legislative system.
The writing of this book is based on the serious needs of the country in the field of legislation, especially according to paragraphs (5), (3) and (14) of the policies of the legislative system, and we hope that in addition to developing and deepening the literature in the field of legislation, in reorganizing initiatives Legislation related to structural legislative processes should be effective and be useful as a resource for public law scholars and especially those interested in the field of legislative law.
In this work, in addition to using field studies and practical experiences and external parliamentary realities – which result from more than a decade of active presence in legislative structures – comparative studies and successful parliamentary experiences of other countries are also used.
