Payam Abdullahzadeh, in an interview with the economic reporter of Fars News Agency, criticized the 1402 Budget Consolidation Commission’s decision and stated: “Consumption pattern” is one of the key terms in determining how to calculate the electricity and gas consumption tariffs of customers, based on which customers can control their consumption. and be recognized as a low-consumption subscriber and benefit from its benefits.
He added: by calculating and having the consumption pattern, the policy maker will be able to implement various incentive and punishment policies in the face of different customers.
This budget expert stated: Based on the investigations of energy experts, the consumption pattern was determined based on the weather and climate of the country and according to the average air temperature in different regions of the country, and in the supplementary investigations, the size of the infrastructure was also added to it. In the 1402 budget bill of the whole country, this issue was included as a proposal of the government. In this way, the pattern of gas and electricity consumption is calculated based on the size of the infrastructure and the climate of different regions of the country and is considered as the basis for determining the tariff.
Abdullahzadeh added: But with the decision of the 1402 Budget Consolidation Commission, in addition to the climate and the size of the building’s infrastructure, the size of the household and the number of people in the household are also supposed to be included in the calculation of the electricity and gas consumption pattern. The consumption of gas and electricity and the difficulty of implementing it for the executives, subconsciously leads the mind to the many unsuccessful statistical experiments that have been conducted in the past years to calculate things such as household tithing, subsidy payments, etc. In the implementation phase, the goals of the policy makers have not been reached and their executors have failed.
He clarified: In the issue of calculating the consumption pattern of gas and electricity, expert investigations show that there are many implementation problems for applying the household dimension in the calculation of the consumption pattern. Among these problems is the use of all effective factors that sometimes cannot be measured, including the size of the household and the number of people in a fixed household in each residential unit.
This budget expert stated: Also, considering the permanent or non-permanent accommodation of family members in the residential house during the day and night, it does not seem logical and practical to relate the amount of electricity consumption to the size of the household and the number of household members. Also, the existence of 25% of the country’s population who are renters and do not have their own housing and usually change their place of residence every year or every few years is another problem that makes the correct implementation of this decree very difficult and far from reach. It requires complex, long and costly processes such as a complete household census, which is practically impractical.
Abdullalahzadeh clarified: The representatives of the Islamic Council are expected to consider the opinions of experts and think about the implementation aspects of the resolution in the final review of this resolution in public, so as not to lead to an unsuccessful experience.
