The doubling of rents is usually for old houses with a construction year of more than 30 years, which do not have facilities such as parking or an elevator. Units with facilities and with a lower construction year have a much higher rental price.

The tenant who came to the company to renew the contract says that his rented unit is 58 meters and 40 years old and has no parking or elevator. The mortgage of this unit last year was 20 million and the monthly rent was 4 million. This year it is 100 million and the monthly rent is 6 million. . According to the real estate consultant, the 50-meter units with a high construction year and without facilities in the central and lower areas of the city are rented for about 500 million mortgages. In the rental market, some landlords agree with the tenants’ conditions and consider a reasonable price increase to renew the lease. A 130-meter unit without facilities and with a high construction year in Saadi neighborhood has been extended with 100 million money down payment and 9 million tomans monthly rent. This unit was 60 million mortgage and 3.5 million monthly rent last year.

Time to implement the support package for tenants

With the aim of monitoring the rental market and supporting the tenants, a policy package has been developed, which, according to the trustees of the housing sector, will be implemented from mid-May; It seems that in this policy package, more emphasis is placed on the implementation of laws such as collecting taxes from empty houses and also monitoring contracts. The tenant support policy package includes two programs; One of these programs is the plan of the Majlis entitled “Organizing the rental market”, which is an urgent plan and is under consideration. The other package is a plan for this year’s rental market and is scheduled to run for 5 months.

The role of municipalities in the support package

The 5-month monitoring package requires municipalities to assist law enforcement in identifying vacant homes. According to the report submitted by the Supreme Housing Council, there are many vacant units in Tehran. The mayor of Tehran has also announced that 350,000 units are vacant in the northern areas of Tehran. Identifying these units to collect tax from the owners is on the agenda so that the owners are encouraged to supply the units. According to the statistics of 2015, there were 500,000 empty houses in Tehran province, which may have increased with the completion of Mehr housing units, the addition of empty apartments in the northern half of Tehran, and the stagnation of transactions. But regarding the empty units, the issue is that their supply cannot meet the consumption needs of the market because these units have a large area and are generally located in expensive areas of the cities, so housing market experts suggest the supply of units that suit the needs of tenants to provide rental housing. . In the plan that the parliament is considering to organize the rental market, increasing the supervision of the registration of contracts, especially the supervision of housing companies, changing the type of tariff determination of contracts, and also electronic registration of all housing contracts is desired.

Production of housing is the winning card of the market

Housing production is another part of the policy package in this market. Most of the housing production is currently focused on the national housing movement. Abdol Jalal Iri, the spokesman of the Majlis Civil Commission, referring to the plans to organize the housing market, mentioned that one of the ways to increase the supply of residential units in the market and provide financial resources for the National Housing Fund is the strict implementation of the tax law on vacant houses, which has not yet reached the stage of full implementation. . He added: The lack of strict implementation of the law means an increase in the activity of traders and the growth of housing costs for families.

Considering that the construction of housing takes at least 2 years, so other programs have been considered to increase the supply of housing, especially in the rental market. In addition to tax law enforcement and efforts to identify vacant units and market them, general inflation control will automatically control rental rates.

Taxation of recurring transactions

The new tax program that the government has considered for the housing market is the tax on frequent transactions, according to which the purchase of housing and its sale in less than a year are subject to 60% of the transaction profit tax. Housing activists, pointing out that tax is a legal tool to control speculation in the housing market, but the tax on the purchase of more than one residential unit, in their opinion, has more deterrent power in controlling brokers in the housing market. Based on this, people who own more than one or two residential units or buy more units than they need are not prohibited from buying, but their purchases must be taxed. This program reduces housing hoarding and keeping it empty for profit.
