They believed that the government does not have enough funds to implement the National Housing Movement project.

Of course, this criticism was justified and its accuracy has been proven during these two years; Even so, the government has not delivered even one residential unit of this project. At the same time, there is no prospect that the government will be able to provide enough facilities and funds to build four million residential units in the next two years!

Now, after about two years with such conditions, instead of answering about the non-delivery of two million residential units, the president has criticized the housing construction situation in the previous governments!

Today, during the delivery of the 7th program to the parliament, Ebrahim Raisi said about the construction of housing in the country: “Some say in their words that you have promised to build one million housing units per year. In response, I say that the country needs one million houses a year; Those who did not build housing in previous years should also be held accountable. A maximum of 250,000 urban and rural units have been built per year.

He continued: “This one million is both the need of the country, the legal resolution of the parliament and the promise we made and we are in the process of implementing it. The parliament is with the government, with what the country needs. I must praise the new plan that was implemented in connection with the housing issue. “It was a good move to control the housing market.”

Has the council become the voice of the tenants?

Mohammad Baqer Qalibaf, Speaker of the Parliament, in his speech before his order in today’s public session of the Parliament of the Housing Organization Plan, gave explanations that were even more chaotic than the housing market situation. In this regard, he said: “We all know that housing is one of the most important issues for people in the household budget today; For this reason, in the road map of the 11th Parliament for the transformation of the country’s economic laws, this issue has been of great importance, and with the plan to organize the rent of housing, the three laws of the Parliament for housing were finalized.

Qalibaf clarified: “To facilitate housing production, the housing production jump plan was approved to open the government’s hand for housing construction, and today the government is also looking for housing construction with the support of the same law.” A law which, of course, the 13th government has not taken any steps towards its implementation in the past two years.

The speaker of the parliament added: “In order to bring several million hoarded houses into the housing market, the tax law on the rents of empty houses was approved and promulgated, and in the last step, the parliament passed an effective law last week, using the experience of many developed countries in the world. It created a law to deal with the chaotic housing rental market.

Qalibaf, of course, in this chaotic speech, rather than addressing the effectiveness of the laws that the parliament is proud of, but has practically not cured the pain of the tenants, Qalibaf mocked his political opponent and continued: had been compiled to the detriment of the tenants, and the tenants had been left under the blade of unfair rent prices due to the abandonment of the rental market. “The 11th Parliament became the voice of the tenants by approving the law on organizing housing rent while protecting the interests of fair owners.” He added: “This law, if approved by the Guardian Council and properly implemented, can regulate the annual rent increase and rents will not be determined as a result of the will of several brokers and middlemen and playing with housing prices on internet sites.”

Of course, Qalibaf did not explain how long the tenants are going to wait for the back and forth of these resolutions and their implementation behind the doors of real estate consultants!

Rent market outpacing general inflation

The situation of the housing market and rent is in a critical situation, and housing market experts have called this year a difficult year for tenants. Housing rent, especially in a metropolis like Tehran, has risen to such an extent that some statistics prove that rent growth is higher than the general inflation of the society.

In every new contract, people are forced to migrate to lower areas, and some groups are even pushed to the outskirts of the city. In this situation, it seems that the current policies of the government are only a temporary cover for the serious problems of this market.

Determining the rent ceiling and monitoring it while the society is facing increasing inflation will only result in the reluctance of the owners and violation of the owner’s personal rights. On the other hand, the government is removing and reducing the powers of real estate consultants, which will endanger the livelihood of some people.
