8 banks involved in debt
The golden opportunity of the 1990s broadened Dabash’s connections and made this importer able to receive 2,936 billion and 583 million Tomans of facilities from the country’s banking system.
Of course, this is the minimum facility received by Debash, and there is a high possibility that the loans granted to Debash will exceed this figure. The reason for this claim is that in the lists published by the Central Bank over several periods, not all banks in the country have announced their facility information.
Among the 31 banks and non-banking credit institutions, the list of facilities of 13 banks and institutions in each period has not been announced and the obtained figures are only from the list of announced banks; Therefore, it is possible that Debash Sabz Gostar company has taken more facilities from banks that have not published their information, and access to its information is still not possible.
Among the banks that have announced their list of facilities, eight banks have paid facilities to Debash Sabz Gostar Company. The largest amount of facilities was paid by Bank Ekhtaz Novin, which amounts to 1,83 billion and 810 million Tomans.
After that, Saderat Bank is recognized as the biggest provider of facilities to Debash by paying 871 billion and 148 million tomans. Shahr Bank paid 308 billion 585 million Tomans, Middle East Bank paid 186 billion 998 million Tomans, Entrepreneur Bank paid 166 billion 499 million Tomans, Iranzmin Bank paid 130 billion Tomans, National Bank paid 100 billion 33 million Tomans Toman and Tejarat Bank are in the next positions with payment of 89 billion and 508 million tomans.
In total, Debash Tea has received 2,936 billion and 583 million Tomans of facilities from eight banks of the country. Why this amount of bank facility was given to an importer, the importer who used preferential and semi-precious currencies, should be explained by the authorities. Do all importers of the country benefit from such facilities in the name of domestic production or only some of them have access to these funds? Whether the country’s producers, especially small and medium producers, are supported to the same extent or not? And at what rate Debash company received this facility and whether it was reimbursed or not, the authorities should make it clear to the people.
Details of currencies received
The story of received currencies also has strange and interesting points. Before stating what was obtained from the examination of currency lists, it is necessary to mention that the list of currency recipients was announced only while the Rouhani government was in office. With the arrival of Ebrahim Raisi’s team, the publication of the list of currency recipients was also stopped; Therefore, the last available currency list is related to May 1400.
It is true that by fixing the dollar rate at 4,200 Tomans, the Rouhani government caused currency corruption, but at least with the lists it published in different periods of time, it was possible to understand who and how much currency 4,200 Tomans and which people with what amounts of currency. They have received half.
But in the president’s government, with the suspension of the publication of this list, it is no longer clear what currency events are happening. Today, the story of Debash tea has been revealed, but maybe there are similar currency stories that are taking place in silence and in secret when the publication of currency lists is stopped.
At first glance, the old lists may not seem to capture anything, but when we get more detailed, we come to some interesting points. The first point is that from April 1397 to May 1400, Debash Sabzgostar received 195,520,810 dollars in foreign currency. That is, in Rouhani’s government, Debash received 195 million dollars in foreign currency, which is far from the currency received announced by the country’s inspection organization (3 billion 370 million dollars).
To put it simply, 5.7% of the foreign currency received by Debash was paid in Rouhani’s government (until the end of May), if the process of currency allocation was the same three months before the establishment of the 13th government (from May when the last list was announced to August). The second point is that, in the last announced lists, the main currency received by Debash was 4200 Tomans. To be precise, 150 million 155 thousand 693 dollars of Nimai currency were allocated to Debash and the remaining 45 million 365 thousand 117 dollars were paid to this tea importer at Nimai rate.
Considering that the price of the dollar in the open market varied from 5 thousand tomans in April 1397 to 22 thousand tomans in May 1400; The profit of government currencies received by Debash during this period can be calculated approximately.
A few questions from the Minister of Economy
Ehsan Khandozi, the Minister of Economy, spoke thoughtful words in a meeting with students of Ferdowsi University of Mashhad. He spoke of increasing transparency and defended the measures taken in this direction in the 13th government. “Haven’t you forgotten that on the night of the presidential election, there was a piece of paper in the pocket of one of the candidates,” he said. The currency of 7.5 years of tea import was given to Debash
The Ministry of Jihad and Agriculture says that the country’s annual need for imported tea is 70,000 tons. According to customs tables, the value of each kilogram of imported tea is 6.4 dollars on average. In this way, the country’s need for foreign tea can be met with an average of 448 million dollars every year.
Dabash Sabzgostar Company has received 3 billion and 370 million dollars in foreign currency. With this amount of currency, the country’s need for foreign tea could be met for 7.5 years.
Consider that Debash is not the only importer of tea in the country, and there are many other importers, and the currency of tea import should have been divided among these importers. However, according to the letter that the tea importers wrote to the General Inspection Organization of the country in March of last year and which was published by the Tasnim news agency, all the tea currency was allocated to one company exclusively; Not as much as the annual need, but much more than the country’s need.
Of course, it seems that Debash has converted some of the currencies into tea in these two years. Because we see in the customs statistics that the import of tea has increased from 65 and 75 thousand tons in 1399 and 1400 to 109 thousand tons in 1401.
More than the construction budget
After the news of Debash’s corruption was published, the media compared this money with the implementation of various projects. That with this money, 2 Burj Khalifa, a nuclear power plant, 3 petrochemicals, Boeing assembly plant and so on. made, but we want to say throw away these comparisons. When we equate the currencies received by Debash, we see that it has received 168 thousand 500 billion tomans at the price of 50 thousand tomans in dollars, which, including the bank facilities it has received, has taken a total of 171 thousand 500 billion tomans of the country’s resources. This number is almost equal to half of the projected construction budget of the country this year and more than the allocated construction budget of this year.
