The four important steps of the government in the agricultural sector / how the market of agricultural products and basic goods is stabilized

According to the economic correspondent of Fars News Agency, it may be said that from the review of the performance of the Ministry of Agricultural Jihad in the past year, which is somehow tied to the food and strength of the people, it is possible to guess the state of food supply and market prices in this year or in the coming years.

The impact of agricultural projects is determined by the time interval on the table of the people, and its impact on the market price is also like this. In general, agricultural production is a time-consuming process that usually takes 6 months to several years to respond. Therefore, if a program is implemented in the agricultural sector today, the result can be seen. He saw the year or the following years.

In this report, we discuss the most important measures taken by the Ministry of Agricultural Jihad in 1401.

* Follow-up and implementation of contract farming

It is a new agricultural model in Iran, which, to be more precise, provides the needs of the farmer, which can be the private sector or the public sector, and buys the farmer’s product at the agreed price.

In 1401, the Ministry of Agricultural Jihad made a contract with the executive headquarters of Farman Imam (RA) for the amount of 4.2 million hectares of agricultural land to be produced in this way. That is, the headquarters enters into a contract with farmers and provides their liquidity, input and other needs and buys from them at the time of harvest, this contract is for five years.

The long-standing problem of the country’s farmers, who are mostly small-scale farmers, was the lack of cash to supply agricultural inputs and tools, and the result was a decrease in agricultural production or falling into the trap of profiteering by brokers and middlemen. Timely use of inputs increases product production, and according to experts, per The unit of fertilizer in the farm will add 9 units to the production, this plan is supposed to solve these problems of the farmers.

Regarding the details of the contract cultivation of wheat, the supervisor of the wheat project says: In the current crop year, 260,000 hectares of the country’s wheat lands will be under contract cultivation. The companies that enter into negotiations with farmers for the cultivation of contracts are not only private sectors, but also government companies under the supervision of the Ministry of Home Affairs.

Sohrab Sohrabi said: About 152,000 hectares of the total covered area belong to the Iranian State Trading Company, this figure is more than half of the total contract farming figure.

Although this should be taken as a good omen that the state-owned companies have been placed alongside the private sector, there is a concern whether the state-owned companies will not be involved in the usual bureaucracies. This is a question that the Ministry of Agricultural Jihad must answer and solve the concerns of farmers.

According to a Fars reporter’s investigation, this plan has had better results in countries like India that have been implemented, and according to the report of the United Nations World Food Organization, some countries have reported an increase in income of up to 50% with the implementation of this plan.

* Currency correction of 4200 tomans for basic goods

The targeted plan of subsidies that was implemented in May this year was a turning point in the country’s economy, the items whose subsidies were removed were among the products of the agricultural sector, and for this reason the tensions in this sector were higher, the government currency of 4200 tomans for basic imported products was removed and placed The Ministry of Agricultural Jihad should import them with Nimayi currency.

Oil, dairy products, chicken, eggs, and inputs were the products whose prices increased in the market after the removal of the government currency, because the input includes 70% of the cost of producing protein and dairy products, any fluctuation on the input price of these types of products increases.

The removal of 4200 Tomans increased the price of livestock inputs, which are mainly imported, by five times, and caused the price of chicken, meat and other protein products to rise, and this increase in prices sometimes faced serious challenges to the Ministry of Jihad and Agriculture, and the ministry responsible for production and regulation recently pressured the market.

In this regard, Alireza Rezazadeh, advisor to the Minister of Agricultural Jihad, said a while ago that: these problems were managed well, and of course there were some shortcomings that are inevitable for a project of this magnitude; While these market managements went on, there was such an abundance of agricultural goods, while in many European countries we saw empty pockets of food and agricultural products.

* Implementation of the cultivation model

It had been more than a decade that the implementation of the cultivation model had been on the table of the governments, and due to the specific complications, each government came and went but did not implement it. He communicated the instructions to the provinces.

This plan tells the farmer what kind of product to plant in each region, in fact, it can be said that if this plan is implemented well, it will be the end of the “series of potato and onion production” in which one year of excessive production was carried out and the fall It had a price and it would be reversed next year.

Of course, there are still doubts about the exact and complete implementation of this plan, where the Minister of Jihad Agriculture says: “This plan is inter-ministerial and all related institutions and ministries must cooperate.” In addition, 132 thousand billion Tomans are needed for the implementation of this plan, which must be completed.”

The Minister of Jihad Agriculture actually considers the credit and cooperation of other ministries as a prerequisite for the implementation of this plan. that if he tells the farmer not to plant this crop, he must pay for the possible loss, or to encourage the farmer to grow the crop in the ministry’s opinion, he must pay an incentive, now this incentive can be from cash to facilities and inputs, but whatever it is, credit or if agriculture is not satisfied with any of these and wants to go its own way, there should be a law preventing it, and all this means the cooperation of other institutions.

* Production jump plan in rainfed areas/ Ministry of Jihad: 5 million tons will be added to the production of basic products of the country

The average rainfall of the whole country is 230 mm, which has caused a large part of the agricultural lands in the country to have no water.

But there is an expert opinion that says that rainfed cultivation is not recommended in areas that receive less than 250 mm of rain, the Ministry of Jihad Agriculture wants to grow in areas that receive more than this amount of rain, relying on new science and technology and modeling global plans. , to develop dry farming in the country and the focus of production will be on basic products such as wheat and animal and oil inputs.

The Ministry of Jihad Rasta has concluded a contract with the executive headquarters of Farman Imam (RA) and believes that this plan will add 5 million tons to the production of basic products in the country.

Based on this plan, it was decided that 6 million hectares of rainfed lands would be cultivated in five years.

In this regard, the deputy coordinator of Farman Imam (RA) executive headquarters says: 21 provinces of the country are involved in this project and 400,000 jobs have been created. Dam Research Institutes, Jihad Nasr, Agricultural Engineering System Organization participate in the implementation of this plan and there is such participation in the provinces where this plan is implemented.

According to Seyedhashmi, this plan has been implemented in 21 provinces of the country and it will be implemented in 17 thousand villages. So far, the average production in rainfed lands has been one ton per hectare, but it is planned to increase the production amount to 1.2 tons per hectare by the end of 1402, and with the full implementation of this plan, 5 million tons will be added to agricultural production. 11 important and basic goods are among the production programs in rainfed areas, which are carried out with the aim of supporting the underprivileged, preventing migration, increasing income, and supporting rainfed systems.

Therefore, the report, as said, agricultural plans are time-consuming and one should wait and see and then make a correct judgment about the results of these plans.
