Another case was that according to the draft regulations, the implementation of this plan was entrusted to the Ministry of Silence, which said that the limits of these regulations are not clear and should be made more transparent. The third objection was related to the Supreme Board for Supervising the General Policies of the System, which said that this resolution contradicts the High Policies of the System and should be explained in this regard.
He added: “The ambiguity mentioned in the currency without source will definitely be raised in the commission and will be transparent.” In case of contradiction with the general policies of the system, we also provide explanations for defense, which in practice does not contradict the policies of the system, but is a kind of complement to domestic production. If our domestic production is sufficient and meets demand, we will no longer need to import, but if domestic production is practically less than demand and consequently causes tension in the market, it is better to define a route for car import, which is also Seen in law.
Jedi also explained: “In the case of currency, according to the decree, the use of currencies that do not have a currency obligation was allowed. For example, we can refer to the currencies that our compatriots have abroad.” With this objection of the Guardian Council, the origin of these currencies should be more specific and transparent.
He added: Regarding the second objection, it should be clear what is the authority of the Ministry of Silence? Is this plan given legislative authority according to the decree or is it within the limits of regulations and directives? This clause is so ambiguous that it can even be assumed that the legislative authority has been given to the Ministry of Silence, while most of the review of regulations and the issuance of directives. The law is clear, but in order to implement the law, regulations must be explained.
The Deputy Chairman of the Industries and Mines Commission of the Islamic Consultative Assembly stated: The High Board for Supervising the General Policies of the System had objections to the plan, which they announced in a letter to the Guardian Council, and they also referred the same letter to the Assembly. The objection was that the plan contradicted the general policies of the system, which we will explain in response to this letter.
He added: “The commission should prepare these answers, which will be put on the agenda as soon as they are prepared in the first court session, so that they can be answered quickly.” Whenever the commission submits its opinion to the board of directors, the board of directors shall raise the issue at the first meeting of the court that follows. If we can reach a conclusion in the commission on Sunday, it can be presented in the court by Tuesday next week. If the process takes too long, it will take up to two weeks.
Jedi also noted: “We will definitely clear up the objections of the Guardian Council. In the case of the Guardian Council, it is not the case that the work can be done through interaction, but it is measured by law and it must be transparent.” But in the case of the High Council for Supervision of the General Policies of the System, we must communicate with them and solve the problem by interacting and defending the resolution.
He added: “We believe that this plan can help calm the car market, while at the same time there is no harm to domestic production.” A lot of expert work has been done in this regard and a lot of news and documents have been reviewed. Therefore, we will try to implement this plan because it is in the interest of the automaker, the component maker and the consumer.
In response to a question about the latest status of the car supply plan in the stock exchange, Jedi said: “The supply of cars in the stock exchange is the next plan that is currently in the commission.” If the car import plan goes well, part of the problems that were to be solved by offering the car on the stock exchange will be solved. Increasing the level of supply and balancing it with demand and the formation of competition can take the car market out of the current situation.
In the end, he added: the government should act on the supply of cars in the stock market like what happened in the cement. But since this issue was not taken seriously in the previous government and little was done about it, we had to turn it into law. But if the government takes action to make the market more competitive and less troublesome, it can take action. If the Egyptian government is not transparent, we will continue to work to become law. Therefore, this plan is not the first priority of the commission at the moment.
