The latest status of the car market reorganization plan / housing production leap plan has been approved

According to Tejarat News, the press conference of Hadi Tahan Nazif, the spokesman of the Guardian Council, started today, Saturday, at the council.
At the beginning of the meeting, Tahan Nazif said about the approvals reviewed by the Guardian Council: The first bill reviewed by the Guardian Council was the bill for the transfer of ownership related to water and sewage facilities.
He continued: the questionnaire plans of paragraph 3 of the budget law of 1400 of the whole country as well as the plan of leap in housing production were approved. Of course, the questionnaire was approved after an ambiguity. The bill to amend the law on combating smuggling of goods and currency After the exchange between the parliament and the Guardian Council, God willing, we will soon see this bill become law with the amendments of the parliament.
A spokesman for the Guardian Council added: “One of the ambiguities of the council was about Article 7 of this bill.” It was not clear what exactly the condition of the Cairo branch of the Monetary and Credit Council was, and if there was no knowledge and intent in violating individuals, would a person be considered a criminal or not? The ninth note also objected to the fact that the Monetary and Credit Council could determine crime and punishment. Because this is within the competence of the parliament, the price of representation is also up to the individual. Note 2 of Article 47 also provided for deadlines, which were raised by the Guardian Council to challenge the rights of the people.
Tahan Nazif said: the plan to organize the automobile industry was reviewed in recent days, and with the investigations of the Guardian Council, the members had two or three ambiguities. The first ambiguity was about imports without currency transfers, which take many forms because the currency has several modes. There are also ambiguities about the comment that left the other regulations to the Ministry of Silence. A deputy director and a director general may have a resolution that must be answered, as well as the meaning of other regulations.
Tahan Nazif stated: “Of course, the High Board for Supervision of the Implementation of General Policies sent regulations to the Guardian Council and, unlike the Guardian Council, which was ambiguous, announced several objections to the policies to support national production and.” The plan to support and remove barriers to agricultural production, which had previously been proposed as a plan to strengthen food security, was also discussed at the Shura and Guardian Council Research Institute, and even the relevant minister attended some meetings. According to the members of the Guardian Council, this plan needs to be legislated and not all responsibility for setting the rules can be delegated to the government. In some sections of this plan, such as creating a system and…, there was a financial burden.
He continued: “Regarding the envisage of a council in the mentioned plan, since there are such downstream councils in the provinces and they have full competencies, the forms of the Guardian Council raised their ambiguity.” In Article 14 of the decree, which deals with the definitive transfer of land, the Guardian Council declared it unconstitutional. The Guardian Council reviewed the Youth Plan and Family Protection Plan, which in the last meeting raised only two ambiguities regarding Articles 52 and 53.
Tahan Nazif added: In Article 52, which deals with exceptions to sterilization, the council has stated whether the provision of this article includes post-delivery harm or not? In Article 53, which prescribes screening tests, the Guardian Council states whether, in addition to physical harm, we should also consider psychological harm.
A spokesman for the Guardian Council, referring to the council’s work program last week: In recent days, five statutes have been reviewed by the Guardian Council, the first being the Natural Disaster Insurance Fund, and two or three issues have been raised. This statute was referred to the law establishing the Central Insurance of Iran, and since this law was passed before the revolution and some of its resolutions are against the sharia, the Guardian Council objected.
He continued: “Ambiguities were also raised about suspicious receivables.” About the general assembly of this fund and not mentioning the credibility of the managers and… both objections and contradictions were announced. The new articles of association of Sepah Bank were also reviewed by the Guardian Council. There was ambiguity about the clauses as to whether a legal person could be the guardian or guardian of another person. Also, since this is a state-owned bank, they have to coordinate with the government, and a violation of the constitution was declared. Giving the assembly the authority to reduce or increase the bank’s capital was also unconstitutional. The amendment of the Articles of Association of the Information Technology Organization of Iran, the amendment of the Articles of Association of the specialized parent company of the Small Industries and Industrial Towns Organization of Iran and the Articles of Association of the Omid Entrepreneurship Fund were also approved by the council.
Referring to the public complaints received by the council, Tahan Nazif said: “We received 65 inquiries in the Guardian Council regarding the complaints of the people and citizens from government agencies, municipalities, town and village councils, and social security.” They claimed that it involved illegal activities. The jurists of the Guardian Council are meeting this week to discuss these issues. The devices that people complain about are very diverse; The University of Tehran, the Ministry of Health, the Article 5 Commission of the Gorgan Detailed Plan, the Ministry of Communications and Information Technology, the Article 5 Commission of the Khorasgan Municipality, and 3 of the various examples of these complaints.
Referring to the election law, Tahan Nazif said: “Today is the fifth anniversary of the announcement of general election policies.” Various bodies are the target of these policies, and even the Guardian Council is the target of these policies, and we have done things for ourselves. In many cases, we have hints that our electoral system is facing damage and problems, and these policies have solutions. What was expected from the outputs of these policies has not been seen. Laws should be amended to provide maximum electoral justice and public recognition of candidates, or to ensure that candidates have equal opportunities in the election campaign. Candidates should be transparent about election resources and expenses, and election violations should be prevented. On this basis, the level of public knowledge and awareness in this regard should be raised, as well as the necessary frameworks and rules for lawful activity and party officials should be provided. Of course, efforts have been made over the years, but more important things must happen. I hope that with a positive view of the parliament and the government, we will see better things in this regard, and the Guardian Council will provide its advisory capacity to the institutions so that reforms can be achieved in the next elections.
Tahan Nazif, in response to a question about the confidentiality of the property list of officials and the opinion and interpretation of the council if the parliament removes the secrecy clause, replied: Regarding the issue of property secrecy, the new text approved by the parliament has not been announced It has been proposed by the Expediency Council. If the resolution is not against the Sharia or the constitution, the Guardian Council will definitely approve it. We have to see if such a resolution comes from the parliament and the Guardian Council or not to examine. Of course, in previous years, the Guardian Council had announced a contradiction. Regarding the declaration of assets and property of the officials of the Guardian Council, it was one of the first devices and institutions that were considered to be in the forefront, and the members of the Guardian Council registered their assets in the relevant system after the call.
