Currently, the government is trying to advance its housing plan at any cost, and in the meantime, it is only thinking about providing land and money; Even if these lands are located in Qaf Mountain and completely far from urban communities, or providing liquidity for this project, it will lead to the creation of money and a jump in inflation in the coming months!
With increasing criticism of the government’s poor performance in fulfilling its housing promise and lagging behind the national housing movement plan, the Ministry of Roads and Urban Development is trying to build a reputation for itself in the field of housing production by changing the use of agricultural land or even locating it in inappropriate places; An approach which, of course, has been implemented in full coordination with Tehran Municipality.
Earlier, Rostam Ghasemi, the outgoing Minister of Roads and Urban Development, referring to the goals of the National Housing Movement, announced the ministry’s plan to build 30 to 40 new cities in the country. According to him, the cities of Khwarazmi, Ivanki and Shahri in the west of Tehran, as well as the town of Ferdous in the south of Pardis, where the operation of changing its use was also underway, were among these examples.
This was the plan that Habibullah Taherkhani, the former CEO of New Cities Development Company, had mentioned in September last year. Based on this, the construction of two to three residential settlements with a population of 55 thousand people was planned for Tehran. An example of wrong locations for the construction of towers and residential complexes on the border of Tehran and Alborz provinces; Geographical foothills on the border of two provinces that have been seriously facing the problem of water shortage for a long time.
Mushroom growth of settlements around Tehran
The west of Tehran province (outside the urban area) was the area that was connected to Tehran for the first time during Qalibaf’s presence in the municipality and under the pretext of creating Chitgar Lake and promoting this place. The new settlements built in the same geographical area also took years to meet their residents. luxury towers around the lake, which were generally allocated to the personnel of special institutions at a cheap price; However, over time and with the prosperity of the lake area on the one hand and the annual inflation of the housing sector, these residential complexes gradually found their market and are now traded at exorbitant prices.
In this way, the small investment of certain institutions in those years has now brought them a high return and turned into a big investment. Perhaps this experience has caused the Ministry of Roads and Urban Development, the municipality, some institutions and builders to be tempted to continue expanding the city of Tehran to the west. Now these builders have gone beyond the Chitgar lake in their new construction plans and have reached the border of Tehran and Alborz provinces!
If you drive one hour to the west of Tehran, after leaving the urban area of Tehran and at the end of Shahid Hamdani highway, you can see towering towers on the edge of the highway. . The new urban area, which is currently deprived of any infrastructure, does not have specific accesses, is still uninhabited, and is located in the worst geographical area from an environmental point of view. Earlier, Alireza Jafari, the current CEO of the New Cities Development Company, told ISNA in June this year that the construction of a settlement named “Etmadiyeh” is under consideration for the western region of Tehran.
In the meantime, it is said that the most important problem of the housing market, which is also evaluated as a factor in its price growth, is the weakness of the supply side due to the lack of production, and the government should build housing to overcome this crisis. Accordingly, the government has defined several projects around Tehran; But where is the problem with these projects?
Billionaires in a drought trap
The main question about the construction of housing in the west of Tehran is whether this area really has the capacity to accommodate the overflowing population of Tehran residents. The fact is that while the city of Tehran continues to advance towards the west, there is no longer even suitable land for construction in this area! At the same time, this region is currently facing a serious water shortage and it is not clear from which source water will be supplied to these regions in the coming years.
Although the officials keep repeating that the construction of new settlements is done with the aim that this time all the infrastructures for full settlement are available, but the newly defined area, especially in the west of Tehran, turns the newly arrived residents into luxurious but thirsty billionaires who are trapped in Tehran’s drought. They will be caught.
Currently, especially in the hot seasons of the year, Tehran is facing a serious problem of water shortage in such a way that only one-story units can access piped water without equipment to increase water pressure. Meanwhile, the plan to create new settlements is imposing an additional burden on the small water supply potential of Tehran.
In this way, the construction of new settlements around Tehran, especially in the west of this province, will mean the thirst of the residents of these areas; At the same time, the implementation of such projects will have no results except draining the life of Tehran and Alborz aquifers and ultimately intensifying the drought in these areas.
