According to Tejarat News, the head of the Securities and Exchange Organization said: The names of the stock market violators for whom a final decision has been issued will soon be published and disclosed in the system of the Stock Exchange Organization. These violations are related to March of last year.

Regarding smart and preventive monitoring in the capital market, Eshghi said: One of the serious concerns of us and all capital market activists is the fairness of transactions. In these two years, we tried to create intelligent monitoring in the capital market by using all the information we get through the managers’ information systems and the information systems of confidential information holders, so that we can easily detect market manipulation.

The method of identifying stock market offenders

He added: Violation cases in the stock exchange organization are filed through different channels; Sometimes the supervisory units of the organization themselves have filed these cases; Sometimes cases are reported through the whistle-blowing system by other persons in an identified or anonymous form, and we investigate and arrive at a violation case; Sometimes these cases are filed through the complaint handling system and are placed in the process of investigation, or the report is sent to us through the stock exchange or commodity and energy exchange, and the case is filed in the legal department.

Support for whistleblowers and the whistleblowing system

Regarding the support of whistleblowers and the whistleblowing system, Eshghi said: Considering the expansion of the capital market and the emergence of more than a thousand financial institutions; More than 700 publishers whose shares are traded in the capital market; Service providers to investors, etc., a wide space has been created in the capital market, where some anomalies may remain hidden from the eyes of the official observer. Although our duty is to be able to quickly discover and deal with any type of anomaly; But due to the extent of the capital market, some anomalies may remain hidden.

He continued: One of the most important channels for identifying anomalies are the investors themselves, the professional capital market media and the public. We have created several channels to obtain these reports, one of which is the capital market health watch. There, all the reports from all areas of the capital market, including trading systems, the area of financial institutions, brokerages, portfolio management companies, publishers that may have violations and anomalies for any reason, etc. are received through the capital market health monitoring system, and so far, very useful cases of This method has been obtained, which has led to basic corrective measures in the anomaly process, which has led to the correction of the anomaly or the filing of a violation case and investigation, and ultimately preventing the repetition of the violation. This health monitoring system is the same as the whistleblowing system.

Paying rewards to whistleblowers

Referring to the payment of reward to whistleblowers, the head of the Securities and Exchange Organization said: 10 to 30 percent of the fine for wrongdoers (in accordance with various defined criteria) will be paid to the person who reported the violation. So far, we have paid three whistle-blowing awards. Various cases are under investigation, and as soon as these cases reach a definitive conclusion, the rewards will be paid to the whistleblowers. With the increase of fines, the ceiling of fines has increased from 300 million to 1 billion tomans and the number of whistle-blowing awards will be more significant. But apart from the discussion of awards to whistleblowers, preventing the repetition of violations and corrective measures will have much better benefits for the capital market and shareholders, and we hope that all stakeholders of the capital market will help us in this direction.
