The necessity of facilitation in playing the role of intelligent distribution systems of basic goods

The traditional management of supply chains of goods and services in our country has led to the emergence of many defects and disadvantages in the provision of desirable goods and services. In such a way that it has resulted in the dissatisfaction of end consumers and producers. The expansion of the brokerage network in most of the supply and distribution chains of basic agricultural goods is due to the improper management of this chain. As the two important ministries responsible for the supply and distribution of goods and the essential needs of people’s lives, the Ministries of Peace and Jihad of Agriculture should pay special attention to this important issue. The importance of this issue, especially in the field of agricultural goods, is examined in this article.

Price fluctuations and unfavorable quality of food and the high cost of high-quality goods have caused people’s dissatisfaction with the performance of the actors of the supply chain and distribution of basic goods. In this chain, there are producers, input suppliers, processing industries (slaughterhouses, packaging industries, food products industries, etc.), food guilds and sellers, wholesalers, large and small stores, etc. The relationships of all the actors in this chain are vague and non-transparent and it is difficult for the government to manage them. Usually, each of these groups that work in various unions and associations blames the shortcomings, problems and inadequacies on the other or on the mediation network.

Of course, based on a tradition and a so-called scientific mentality, government intervention is considered the root of all problems. When the price is low, they attack the government, which does not support domestic production, and when the price of goods is even higher than the world price, they condemn the government to issue a mandated price, and with the negative charge of the term mandated price, they do not accept their social responsibility in regulating the market. And they are not responsible for the existing situation. Ash gets angry when even brokers express their displeasure and say that a broker has caused this situation. They are right because several rings of brokers have been created, each of which sees the other as intrusive and redundant. Of course, from the point of view of regulatory bodies and people, the government is the main suspect. But the main issue is where is the problem? And how can this chaotic situation be organized? What exactly should the government do?

Considering the extent of the supply chain and distribution network of basic goods in thousands of production units, hundreds of suppliers and importers and several tens of thousands of supply units, both suppliers and sellers, organization with the view of virtual integrated organization only through technology and the creation of integrated virtual organizations It is formed in the form of chains. Different supply and distribution chains of basic goods should be formed with the participation of technological companies and unions and different trades, and these chains should become value-creating chains. In these chains, everyone should work independently, but interactions should be systematic and two-way. The flow of goods, information and finances should be managed transparently.

The emergence of smart distribution systems for basic goods such as “Setkava”, which is a product of the FanAva Group, one of the companies in the field of information and communication technology working in the private sector, promises a new movement in this field. These systems seek to manage the supply chain and the value of basic goods from the place of production, such as farms, factories, poultry farms or warehouses of basic goods, until they reach the end consumer. The operationalization of these systems is not only a technical issue. Some other problems should be solved in parallel with the technical issue by government agencies, banks, regulatory and legislative agencies to provide the space for these systems to work and play an effective role. Some of these issues include the following;

Supply chain management infrastructures and platforms are not like virtual stores. They build a road so that chain activists can travel on this road like cars on the highway and collect the cost of road construction and maintenance from cars in the form of tolls. This issue should be recognized in the approaches and, if necessary, in the business laws.

The institutions in charge of the digital economy in the country’s information technology organization, the scientific vice president and other related organizations should provide legal, financial and even cultural assistance to these platforms. These devices are still not active enough in this field and are passive. Their role is not limited to giving a loan to a technology company and leaving them in the winding roads of the country’s administrative bureaucracy.

Banks should provide the possibility of financial transactions with larger figures for these platforms. It is necessary to emphasize that the management of three financial flows, information and goods simultaneously is effective. If the financial flow flows outside the systems due to banking restrictions, it becomes easy to make numbers and deviate in statistics and information. Then these systems cannot play their role.

Ministries and government organizations should welcome the presence of the private sector in these fields and refrain from creating obstacles in their activities and provide the necessary technical infrastructure for integration and playing the role of policymaking and regulation. Systematic monitoring of these platforms is very important.
Technology companies should consider innovation in smart supply chains and distribution of goods and services as a necessary assumption for themselves and provide the necessary attraction for the private sector by providing modern global methods and tools and adapting them to Iran’s conditions.

Private sectors should focus on their specialized work and refrain from entering the field that is not their job, for example, a production union should not enter the field of software system production and forget its production mission. They should use the capacity of technological companies.

It is hoped that the movement that has started can create a promising future in the organization of smart supply and distribution chains of goods and services in the country with the priority of basic goods.
