However, the political, marginal and one-dimensional confrontation with this issue caused these opportunities not to be used properly and even some of those opportunities became a threat; Threats that help to solve them are not cheap.
“For example, is it easy today to migrate so many users and their affiliated services and businesses from foreign platforms?” He said. Or even if negotiations are to take place with these platforms and they will be held accountable? Was this easier a few years ago or now that a large number of Iranian users use it? These were cases of opportunity burning that make things hard and difficult. But in any case, you have to think of a solution for them and change this atmosphere for the benefit of the people and the life and business of the people.
Cyberspace is not limited to the Ministry of ICT
Emphasizing that cyberspace is still full of countless opportunities, Kalantari added: “There are huge capacities in the country that make us optimistic about the evolving opportunities of cyberspace.” So that the proper use of these capacities and opportunities will transform not only cyberspace, but also the whole society, country, its pillars and institutions. This atmosphere can be the axis of the transformation of the government and society in the second step of the revolution and help to realize the slogans of the revolution and the goals of the country’s vision.

The need for a different approach of the thirteenth government to cyberspace
He continued: The thirteenth government should have a different approach to this space and take special measures based on the view that cyberspace and related technologies are considered to be the axis of the future of the government and society. The first approach is to select an individual and an institution as the person in charge of following up on the realization of the digital government and the necessary developments in this field by the next president. So that this change can be followed in all pillars of the government and all government agencies and ministries.

Emphasizing on privacy, the associate professor of the University of Tehran said: “Preparing and presenting a document or bill in this regard can solve many of the users’ concerns and be a driving force for the prosperity of domestic platforms.” Meanwhile, changing the approach to cyber governance is another important point. Top-down and non-participatory governance of cyberspace is doomed to failure; Therefore, not only according to the teachings of the Islamic Revolution and religious democracy, the participation of all public and private sectors should be used to govern cyberspace, but also all participatory capacities should be used in drafting laws and documents approved by the Supreme Council of Cyberspace.
He said that dialogue can reduce many issues in this politicized area and take the initiative from the opponents of the system and not give them an excuse, noting that despite all the problems and problems that the country’s cyberspace has and therefore The leadership said “it is free in some ways”, the country’s cyberspace has the ability to play a role in the region and neighboring countries.
The need to pave the way for cross-border activities of national and indigenous platforms
The head of the Cyberspace Research Institute said that one of the important actions of the future government is to pave the way for cross-border activities of national and indigenous platforms and to launch joint platforms with the countries of the region and Islam and neighboring countries. In this way, the size of the work expands and the user and the market, which are necessary for the survival and growth of the platform, grow, while the transfer of knowledge and experience takes place and the global monopolies of the dominant countries are reduced.
