We have not created the conditions, so there is not enough certificate of scrapping, so the numbering is also stopped, so we have tied the production to scrapping, and the result is the existing conditions and the engine manufacturing factories have stopped production and the factories are full They are from motorcycles, but they are not available.

Minister Samet clarified: We must anticipate the conditions in such a way that if there are no used motorcycles and trucks for any reason, the numbering will not be stopped, but we will receive the equivalent of the amount that must be paid for the scrapping certificate from the motorcycle and automobile manufacturers. and allocate it for the facility of used motorcycles, therefore, it is suggested that a note be added to Article 10 that if there is a situation where there is not enough certificate of scrapping, the production should not be stopped and one percent of the price should be deposited to the environmental fund. and numbering should be done and one percent resources should be used for the facility to decommission cars and motorcycles.

Referring to the government’s proposal to organize the existing law, Fatemi Amin said: With this proposal, 2 basic problems will be solved; First, the production stoppage will be removed, and then resources will be provided to help owners of used cars and motorcycles to retire their equipment.

He pointed out: Today, it is said that there are no more 50,000 scrap certificates in the market, and this figure is only for the production of motorcycles and cars for one month, and after that we will stop production again and we will witness the black market of scrap certificates. Today, we have also seen that the price of abortion certificate was 4 million tomans in March, but in July it reached 22 million tomans. Of course, with the presentation of the government bill, it reached 16 million tomans and we are witnessing the black market of abortion certificates.

Hassan Lotfi, opposing the review of two urgent requests regarding the bill to add a note to Article 10 of the Automobile Industry Organization Law approved in 1401, said: 17,000 people are killed on the country’s roads every year, and 64,000 are disabled and mentally and physically injured. This representative of the people in the Islamic Council emphasized that due to the high prices, the lower classes of the society cannot afford to buy a car and they use a motorcycle, saying that the car has become a lottery ticket due to the weakness in the transportation industry. and transportation of goods, a large amount of goods have been stored inside the country and warehouses.

Hasanpour clarified: Many meetings have been held with executive officials and I have complained about the unfortunate situation in the automobile and motorcycle sector.

Currently, unfortunately, the degree of environmental pollution in cities is increasing, and lung diseases are also a worrying trend.

Mohammad Beigi stated that if this issue is raised as a matter of urgency today, the reason is to prevent the increase of emissions due to worn out cars and motorcycles, and clarified that traffic accidents caused by worn out cars also endanger human lives. And we must be accountable.
