The quota of each bank from the facilities of the National Housing Movement was announced + Table

Mahmoud Shayan, pointing out that according to Note 18 of this year’s budget law, 360 thousand billion tomans have been allocated for housing production that the banking system must pay for these facilities, added: “The Central Bank has given this quota.” It has been allocated to 27 banks and financial institutions, and the most facilities should be paid by a specialized bank in the housing sector.
He said: “The existential philosophy of the policymaker is to be able to help the production of the housing sector and to prosper with the payment of facilities, construction and production of housing.” Housing privatization applicants can also use the individual ceiling of the new Monetary and Credit Council resolution.
Shayan added: “Ongoing plans, such as the National Housing Action Plan, based on the expert’s diagnosis, if there is a need to increase the share of the partner, we can sign a supplementary contract with them with the bank.”
In response to the question whether the applicants of Mehr Housing Plan can also get the new facilities of the Production Leap Law, the CEO of Maskan Bank said: Mehr Housing Facilities are different, but the National Housing Action Plan is part of the National Housing Movement plan and these two plans are seen as integrated. . Accordingly, applicants for the National Action Plan can benefit from the facilities of the National Movement Plan.
He added: “Customers of the bank operating in the housing sector and those who are applying to build housing, such as mass builders, can also use the new banking facilities.”
Shayan said about how the applicants of the National Housing Action Plan use the facilities of the production leap movement: “This issue depends on the physical progress of the plan.” The individual ceiling for housing facilities is a new amount approved by the Monetary and Credit Council, which we also announced to our branches.
He continued: “Of course, this does not mean paying the ceiling of these facilities to all previous plans, but with expert review, if the remaining costs are commensurate with the new facilities, we will pay these facilities, and if the costs are lower, we will pay less facilities.”
In response to the question when and how the applicants can receive the recent loan, the CEO of this state-owned bank said: A system has been created in the Ministry of Roads and Urban Development to register housing applicants and after approval, the Ministry of Roads and Urban Development will send applicants to the banking network. Introduces.
He added: “The specialized bank of the housing sector, considering the extensive network it has in the country and also using the experience it has gained in the housing and construction sector, is ready as a lending agent for other banks that wish to sign a memorandum of understanding with this bank.” Pay this facility.
Shayan said that the interest rate on housing loans has been set at 18 percent, but the legislature has created the National Housing Fund, to which various financial resources are deposited, and tasks have been set for it, including helping the lower deciles and obtaining building permits. And the cost is the end of the work.
He added: “The resources of this fund are provided through taxes on vacant houses, repayment of installments of housing facilities and other resources.”
The CEO of the bank, pointing out that currently 83,000 units of the National Housing Action Plan have either filed a case in the bank or the plan has been implemented, said: The applicants also deposited about 100,000 billion Rials in their share in the bank and this bank Has injected one billion rials of this amount into the projects.
He added: in some projects where the share of the applicants has been spent, bank facilities have also been paid and the bank has deposited about 4 thousand billion Rials of the company’s share.
Shayan said: According to the decision of the Monetary and Credit Council in Tehran, the loan ceiling is 450 million Tomans, which is 400 million Tomans in cities with a population of more than one million, 350 million Tomans in provincial centers and 300 million Tomans in other cities, as well as 250 million Tomans for rural housing. Is considered.
In response to the question whether mass builders who are investment companies of banks can use these facilities, Shayan added: “The bank has a construction investment holding company that is producing residential units, and last year they built more than 14,000 units and provided them to the applicants.” They said that this year more targets have been set for them and they, like legal entities and mass builders, can get facilities from the banking system, because they have to hand over the built units to individuals.
He said: “The discussion of investing in companies under the bank is that there are different shareholders that the bank may have a 20% share of that company, so it should not be considered that banks pay facilities for their own companies.
Shayan said: “The purpose of creating these companies is to mass-produce housing under simpler conditions and hand it over to the people.”
He continued: “This issue is different from the statements of some media outlets that say that the banking system pays facilities to its own companies or runs a business because banks were banned from running a business and had to sell their surplus property.”
Shayan added: “These companies, which are involved in the production and construction of housing in the bank, are not allowed to keep the built units and pre-sell the units according to the rules, meaning that the owners of many units are known when their construction is finished.”
“According to the law on production leaps, we have to build one million units a year to make up for the shortfall in housing units, so law firms can work in this area,” he said.
The CEO of the bank emphasized: the subsidiaries of the bank are not allowed to interfere in the construction of luxury apartments and have a specific construction pattern according to which they should build small apartments of 80 to 100 meters, so when they reach a certain physical progress, they pre-sell the units.
He added: “According to this, the people participate in these projects and pay their share of the partnership, and the other part is paid by the bank in the form of facilities.”
Shayan added: “Many companies may even build these housing units without receiving facilities.”
In response to the question whether the bank does not have the units built, he said: “We may have units under construction that have not reached the pre-sale stage, but we are not allowed to keep the built housing to increase the price.”
The CEO of the bank said: “This year, 83,000 units of the National Action Plan and another 55,000 units received facilities from the bank’s branches. Delivered to applicants.
It is worth mentioning that in June of this year, the Central Bank had informed the banks of the regulations and quota table of each of the 360 thousand billion Tomans facilities below the 10 paragraph A of Note 18 of the Budget Law of 1400 regarding the number of units to be built. The new quota table of each bank in relation to the facility figure has been communicated to the operating banks.
