The allocation for the month of March of the provincial education departments along with the ranking account was sent to the country’s treasury on March 21, 1401 and could be paid by the Ministry of Education upon request. However, teachers’ decrees were issued late, and education announced on March 24, 4 days before the end of the year, that it needs more than 9,600 billion tomans of new resources.

Due to the fact that this amount exceeds the limit of the Budget Law 1401, its payment is practically beyond the authority of the government and the law needs to be amended. In other words, the decrees issued by the Ministry of Education regarding the ranking in March of 1401 create a credit deficit of at least 16 thousand billion tomans for the years 1400 and 1401 and for 1402 also about 8 thousand billion tomans.

From March 24, several meetings were held in the program and budget organization with the presence of officials of the Ministry of Education and finally, despite the fact that the allocation of salaries for the month of March was issued on March 21, due to the late issuance of orders that continued until March 27 and the requested figures were in excess of the notified value of the budget law of 1401, it was decided that March salaries should be equal to Bahman salaries.

However, the Ministry of Education deducted the arrears from the salary list sent to the treasury of the whole country; But its effects on employees’ income (retirement deductions, medical services and taxes) were neglected. This issue caused disruption and interruption in the payment of salaries and benefits to the employees of the general education departments of the provinces. In such a way that the salary of the employees was reduced compared to the ceiling of February.

Due to the sensitivity of the issue, the president from the very beginning, in addition to emphasizing on solving the problem, also emphasized on finding the root of the issue, and meetings were recently held for this issue in the presence of senior officials. In these meetings, it was found that the program and budget organization did not make mistakes in this direction, and to solve the problem, it was necessary to seek to amend the law and increase the rating credit limit. The government still believes that the good plan of rating should not be bitter to the taste of teachers and should be put on the agenda based on the legal capacity to solve the problem of educators.
