According to the Mehr news agency, citing the public relations of the Organization for the regulation of pervasive audio and video media in the virtual space, the full text of the resolution of the Supreme Council of the Cultural Revolution regarding “determining the requirements for the organization of the field of pervasive audio and video” was published today.
The single article “Determining the requirements for the organization of the universal audio and video field” which was approved in the 883rd meeting dated 3/30/1402 of the Supreme Council of the Cultural Revolution; It is notified as follows:
“Single Article – Documented in paragraphs 3 and 12 of Article 3 of the Development Document of the Supreme Council of Cultural Revolution based on “Policymaking, design and macro planning of the country’s media field” and “Strategic policymaking and planning for the quantitative and qualitative promotion of the consumption and production of media products and goods and Cultural” and in the implementation of the mission of the Supreme Council of the Cultural Revolution in the field of pursuing the implementation of the cultural engineering plan and completing its partial documents and programs with the priority of cinema, theater, theater, music, literature and novels and with the aim of dividing work and separation of legal responsibilities and supporting the strengthening Production of Iranian-Islamic content in the field of culture and art in virtual space and addressing the concerns of activists in this field; “Requirements for organizing the surround sound and image field” as described in the following paragraphs, statistics and it is determined:
1- The responsibility of regulating, licensing and monitoring news agencies and media, books, advertisements, computer games and the like, which is within the framework of the duties and missions of the Ministry of Culture and Islamic Guidance; In the field of universal audio and video, it is the responsibility of this ministry.
2- Documented by the interpretation of the Guardian Council regarding principles 44 and 175 of the Constitution, responsibility for regulation, licensing and supervision of active media in the field of inclusive audio and video, including media “user-oriented” And “Publisher-oriented(VOD) as well as the home television network, especially the production of TV series and programs and the like, is the responsibility of the Broadcasting Organization.
3- Issuing the license to monitor and regulate advertising regulations in the field of audio and video broadcasting is the responsibility of the Broadcasting Organization, and for further coordination, two representatives from the Minister of Culture and Islamic Guidance will be present in the relevant council at the Broadcasting Organization.
4- “Live” production and broadcasting of programs, as well as licensing and supervision of “live broadcasting” in the virtual space will be the monopoly of the Broadcasting Organization.
5- The rules, regulations and instructions of the subject of paragraph one of this single article will be determined with the agreement of the Ministry of Culture and Islamic Guidance and the Broadcasting Organization, and in order to further coordinate and use the capacities of the Ministry of Culture and Islamic Guidance in the subject of paragraph two; Two representatives on behalf of the Minister of Culture and Islamic Guidance will be members in the Production Licensing Council and two representatives on his behalf in the Broadcasting Licensing Council. In case of a dispute between the two institutions, a working group consisting of two representatives from the Minister of Culture and Islamic Guidance and two representatives from the Broadcasting Organization headed by the Secretary of the Supreme Council of Cultural Revolution will review and summarize the matter.
6- “Policies and regulations governing sound and video and home broadcast network” by the Secretariat of the Supreme Council of Cultural Revolution and in cooperation with the Broadcasting Organization and the Ministry of Culture and Islamic Guidance; Compiled and approved by a committee consisting of: the head of the Broadcasting Organization, the Minister of Culture and Islamic Guidance, the secretary of the Supreme Council of Cyberspace, the representatives of the heads of forces in the Coordination Commission of the Supreme Council of Cultural Revolution and Forces, three members of the Supreme Council of Cultural Revolution, two An expert in the field of media, selected by the Supreme Council of the Cultural Revolution and chaired by the Secretary of the Supreme Council of the Cultural Revolution, will be presented to the Supreme Council of the Cultural Revolution for approval within a period of 3 months.
