During this period, regional actors after a long time sought to change the ruling order and pursue their desired order. In the current context in West Asia, regional actors are shaping the new order, an order in which extra-regional countries do not seem to enter and take on the sole role of managing this order.

The United States is now seeking to reduce its presence in the region due to its limitations as well as its failed experiences in West Asia. This provides a good opportunity for US rivals China and Russia to work with regional actors to shape the new order. Since taking office in the early part of the new century, Russian President Vladimir Putin has found West Asia a good place to challenge the United States and compete with Washington. West Asia, as a vast region with diverse structures and full of challenges, is a good place for Russian policies.
