He said: I believe that even if the marriage facility was not mandatory and approved by the parliament, we should have made it mandatory in the banking system considering its positive effects.
Expressing his satisfaction with the activities of the Barkat Foundation, which is carried out with a specific plan and thought, the head of the Central Bank said: the highest service for us in the banking system is that bank resources lead to employment, remove deprivation and improve the living conditions of our compatriots.
He added: “While visiting the exhibition, I witnessed that people were able to start economic activities with a few hundred million tomans of microfacilities and even export.”
Increasing the limit of Murabahah credit card facilities to 300 million Tomans
Stating that small economic activities and micro-facilities can have a positive effect on the people’s livelihood and economy, the head of the central bank pointed to the increase in the credit card facility limit from 200 to 300 million tomans and emphasized: Also, the increase in the limit of the loan facility from 200 300 million tomans and for small companies from 500 to 700 million tomans are other actions of the central bank in this direction.
The head of the Money and Credit Council stated that supporting small economic activities is one of the most important priorities of the banking system and said: despite the country’s inflationary conditions and the need to apply monetary policies, we are considering adding incentives to some of the balance sheet restrictions of banks so that banks can be pushed to grant micro-facilities, which will have a significant impact on the process of granting micro-facilities of banks.
Farzin announced the approval of the Central Bank to develop the activities of Qarz Al-Hosna funds in the near future and added: In the near future, the Central Bank will increase the credit portfolio of micro-facilities in cooperation with Central Insurance and the facilities will be insured in such a way that the borrowers of the micro-facilities will be insured. to have insurance coverage in some way.
The regulations of the central bank in the field of micro-facilities are only a guarantor
The Governor General of the Central Bank stated that one of the main issues in the field of micro-facilities is the issue of guarantees: some people are dissatisfied with the long process of granting micro-facilities and guarantees. The regulations of the central bank in the field of micro-facilities are only a guarantor. I ask my colleagues in the banking system to comply with this issue according to the law and not charge more than one guarantor from the facilities of micro-recipients.
He added: My advice to Barkat Foundation is to use guarantee institutions that are also knowledge-based. We ourselves in the banking system follow this use of guarantee institutions and I know that companies and even some ministries use guarantee institutions.
Referring to the approval of the new guidelines of the managed funds of the Money and Credit Council, the head of the Central and Credit Bank said: Managed funds are those amounts that are deposited in the bank, and the customer is determined by the depositor to whom the facility is provided. to be given; But the risk of the work is on them.
He added: “The previous instruction in this field was related to before the revolution, which has been amended in this way and is going to be presented in the Council of Money and Credit.”
The head of the Money and Credit Council stated: In the new guidelines for managed funds, the set ceiling limit is removed and is determined based on the contract with the individual; Because the risk of work is also with the individual. With the notification of this regulation, benefactors can bring their money to the banks, and the banks can grant facilities to the people they want by obtaining guarantees.
In the continuation of his speech, Farzin announced the amendment of the guidelines for macro-facilities in order to push macro-financing to other financing methods and use the new capacity created for micro-facilities and added: In addition, Central Bank experts on the issue of development of activities Leasing in microfinance is under consideration, which will be implemented by the end of this year.
Stating that banks are the forefront of the economy, the Governor General of the Central Bank clarified: everywhere in the world, the banking system has the most interaction with the people. General people, from different strata and groups, with their different needs, deal with the bank. That is why they say that banks are the forefront of the economy. If the country’s economy has advantages or disadvantages, these advantages or disadvantages can be seen in banks.
He continued: Therefore, if we can reform the banking system, it means that we have practically succeeded in reforming the economy, and if the banking system can also provide good services to the people, people’s satisfaction with the economy will also be achieved.
The Governor General of the Central Bank emphasized on the strict monitoring of the policies announced by the Central Bank to the banks and said: the announced policies and regulations must be implemented by banks and branches in a proper manner. Therefore, the development of inspection of branches in the banking system is one of the main programs of the Central Bank.
By saying that credit is tomorrow’s money, Farzin clarified: Banks also have the job of granting credit, and they must receive the necessary guarantee and collateral in exchange for credit, and obtaining collateral is considered a part of banks’ activities in any case, so the intention We are expanding the activity of guarantee institutions by developing accreditation and facilitating the licensing process.
At the end of his speech, Farzin appreciated the efforts of his colleagues in the banking system and said: Banks should fulfill their public duty of granting credit facilities and achieve the country’s economic goals, while at the same time, they should be careful not to get into trouble. This is a very difficult task that is currently being done by the managers of the banking system.
