According to Tejarat News, the government plans to collect a tax of 2000 billion tomans from the owners of empty houses this year. Of course, the officials say that the goal is not to raise the government’s income, but to increase the supply in order to control the housing market and rent.

The tax law on vacant houses was approved in December 2019, but due to the weakness of the accurate identification mechanism, the implementation of this law has not yet taken a serious form. However, in recent days, government officials have announced to the owners of empty houses that the tax law on empty houses will enter the implementation phase with force from September 15.

In this regard, Khalil Mohabbateh – Director General of Roads and Urban Development of Tehran province addressed the owners of empty houses in Tehran and 48 cities of Tehran province and said: The government is determined to identify empty houses in order to organize the rental market, and in this way, from the statistics of municipalities, the system Comprehensive real estate and accommodation, service devices, etc. uses and will be applied after the tax on empty houses and tax on luxury houses is recognized. It is up to the landlords to rent out their houses.

In March of last year, Abulfazl Nowrozi, head of the housing economics office of the Ministry of Roads and Urban Development, announced the registration of the property information of more than 73 million natural and legal persons in the real estate and housing system, and said that the identification of empty houses is increasing, and with the priority of large grains, this tax will be taken For this purpose, the Ministry of Roads and Urban Development has sent a list of legal and natural persons with more than 100 and between 50 and 100 empty residential units to the Tax Administration.

According to the statistics of 2015, there are about 2.6 million uninhabited residential units in the country, of which about 500,000 are in Tehran province. A few days ago, it was announced that 65,000 vacant residential units are in new city of Pardis, 45,000 vacant units are under construction in 22 district of Tehran, and 10,000 vacant units belong to banks and offices in Tehran province. Due to the fact that the tax on empty houses will be applied to natural and legal persons, the units belonging to banks and offices will also be taxed.

According to the vacant house tax law approved in December last year, if a residential unit in cities with more than 100,000 inhabitants is uninhabited for more than 120 days, it will be taxed, and for every month beyond the mentioned time, it will be taxed monthly based on income tax. According to the coefficients, the rent for the first year will be equal to six times the tax due, the second year will be equal to 12 times the tax due, and the third year will be equal to 18 times the tax due.
