With end-to-end encryption, only the recipient has the ability to view the user’s video message, and even WhatsApp itself will not be able to access this type of message.
Despite this, at least at the current stage, WhatsApp is not going to provide users with the ability to save or forward video messages. Of course, you can still save the video messages through screen recording or screen record. In addition, it is said that it will not be possible to send videos in “View Once” mode.
