According to Tejarat News, although Minister Sammat has promised to finalize and implement the regulation of car imports and even his deputy said that the first group of foreign cars will enter the country in December, but the question that exists is whether this regulation will finally be implemented?

What does the new regulation say? According to this regulation, car import has two main conditions, firstly, the imported car must have after-sales service, and secondly, the car import must be done with technology transfer. The ceiling for imported cars is 20 thousand dollars and it is said that these cars are supposed to be used for three The low income decile of the society should be included. Minister Samat said that it is up to the merchant to decide which country to import the car from and he himself decides where to import the car from. But Deputy Fatemi Amin said that we have negotiated with car manufacturers such as Toyota of Japan and car manufacturers of Germany, China and India.

Although the government says that it is determined to import cars, experts believe that the unwritten lines of this regulation show that there is no importation.

Is it not imported?

Farbod Zaveh, an expert in the automobile industry, said in a conversation with Tejarat News: “The hesitation in the words of the spokesperson of the Ministry of Silence indicates that there is no import involved.” These talks are a kind of speech therapy to keep the market in suspense.

He added: “It seems that there is no import involved, and these words were said because of the pressure on the Ministry of Security.”

Qalibaf announced the import of the car subject to obtaining representation and after-sales service. Is it possible to obtain representation in Iran due to sanctions?

This automobile industry expert explained: It is possible to obtain an indirect agency in the country. Previously, indirect and intermediary agencies were obtained in the country. Due to the fact that the country is under sanctions, it is not possible to establish a direct agency and it is necessary to establish an agency in Iran through a foreign trader.

Import in the shadow of monopoly?

Some time ago, the Ministry of Security announced that the import will not be exclusive and not only car manufacturers can import cars to the country and anyone can enter this field.

But according to Qalibaf, negotiations have been held with automakers such as Japan’s Toyota, German, Chinese, and Indian automakers. The car manufacturers themselves also negotiated with the world’s car manufacturers. Of course, the merchants themselves choose which car they want to import.

Zaveh analyzed the words of the spokesman of the Minister of Silence in two scenarios.

He said: This speech of Qalibaf means that some people have negotiated with some car manufacturers and the import is close. But this form of negotiation shows the rent and monopoly that exists in the implementation of the import plan.

This expert continued: Of course, this talk can have another meaning, which is more likely to happen. It is possible that there was no negotiation at all and these talks are only speech therapy and buying time for the ministry of silence.

What is the floor price of imported cars?

Qalibaf, in his talks regarding the import of cars to the country, pointed out that this plan is for the lower deciles of the society.

He said: Car import targeting is for the lower deciles and it is planned up to 20,000 dollars. 70% of car demand is for low-income three deciles, and our plan is to import cheap, economical cars that have good quality.

If the import is economic, what will be the price of imported cars?

Zaveh further explained: The cheapest car that has passed Iran’s standards has a price of around eight thousand dollars. This car, which must be imported from Brazil, will cost about 550 to 600 million Tomans, including the costs of transportation, customs and assuming a 20% tariff, etc. This is the cheapest car that Iran can import. But the same price is equivalent to at least 9 to 10 years of a worker’s salary.

Ambiguities in import

This was not the first time that the Ministry of Security did not say exactly how to implement this plan. First, imports were supposed to be released from the first of Shahrir month. But its implementation was delayed and now it is said that foreign cars will enter the country in December. Some representatives said that bringing up the issue of car imports was just a push for car manufacturers to improve the quality of their cars.

After the representatives poured clean water on the hands of those waiting for the import, strange conditions were announced for the implementation of the import.

From the beginning, it was stated that a car can be imported only if no currency is taken out of the country and the origin of the foreign currency is determined. The next condition was the import of cars in exchange for the export of cars and various parts. A condition that indicated that the monopoly of car imports is going to go to car manufacturers.

The next condition was that anyone who can export $70 million worth of carpets can import cars. Meanwhile, according to the statistics of the Trade Development Organization, the total export of Iranian carpets last year was 60 million dollars.

But these conditions were denied one after the other, which has left the issue of import in confusion.
