However, the examination of the statistics related to the payment facilities of the banks in the spring of 1402 and the facilities concluded with the National Housing Movement Plan, shows a severe backwardness in this area; This is despite the fact that more than 20 months have passed since the promulgation of the housing production jump law and there is no justification for this lack of work.

This is despite the fact that according to Article 4 of the Housing Production Leap Law, banks and credit institutions must allocate at least 20% of their payment facilities to the housing sector, and according to the instructions of the Central Bank overseeing this law, the allocation must be made through the system of the Ministry of Roads. and urban development.
With this description, the very low percentage of facilities allocated to the construction of housing has sounded a serious alarm about the failure of the president’s promise to be fulfilled. Despite the law and the clear orders of the president, the banking system has not cooperated properly with this project and has taken the previous path.

In this regard, Saeed Mehrzadeh, a housing expert, told Fars reporter: The statistics of land supply as well as the registration related to the Ministry of Roads and Urban Development indicate that people welcome the national housing movement, and if the banking system takes timely measures to provide financing. The construction of National Housing Movement projects will speed up.
This housing expert emphasized: the housing construction process, if financed, can create many jobs and activate 150 secondary and primary industries.
According to the experts, it is necessary for the Ministry of Economy and the Central Bank, as the responsible authorities, to think of a plan to change the direction of the banking system, otherwise, the non-cooperation of the banks will slow down the progress of the National Housing Movement.
One of the measures is to use Note 5 of Article 4 of the Housing Production Leap Law, according to which the Tax Administration must fine banks equal to 20% of the unfulfilled obligation in the housing sector; This fine for the first year of the implementation of the law was about 59 thousand billion tomans, which was not received from the banks based on the information, and for this reason, there was no change in the behavior of the banks in the second year of the implementation of the law (from Mehr 1401 to Mehr 1402).
