The Deputy Minister of Housing and Construction had previously stated: For those who build a unit individually or for professional builders, it is possible to apply for self-ownership facilities by registering in the National Housing Movement system. According to the ceiling set in Tehran, which is 450 million Tomans, provincial centers with a population of more than one million people, 400 million Tomans, provincial centers, 350 million Tomans and other cities, 300 million Tomans can use these facilities. Applicants in villages can also use self-owned facilities up to 250 million Tomans.

According to Mahmoudzadeh, applicants can register in the National Housing Movement system through Amel Bank or other institutions operating in the field of housing.
