According to Tejarat News, it was last year that the plan of the national housing movement was proposed by the presidency and the Ministry of Roads and Urban Development based on the law of jump in housing production (approved by the parliament).

The trustees of this project announced that during the four years of the 13th government, one million houses will be built in the whole country. At that time, more than five million and 400 thousand people registered for this plan, only half of them were able to fulfill the conditions of the Ministry of Roads and Urban Development.

From the very beginning, experts announced that it is not possible to build this number of housing units in one year, and until now, we have seen that after more than a year has passed since the beginning of the 13th government, no progress has been made in the construction of government housing units. But what are the problems facing the national housing leap plan?

Problems of advancing the national housing project

The first factor can be considered as providing financial resources for this project. Despite the critics’ questions, the government did not introduce any specific financial source until Rostam Ghasemi, the former Minister of Roads and Urban Development, announced: “This year, we can raise up to 30 thousand billion tomans for the National Movement project through the sale of surplus government and road assets. To have housing and financial resources.

Although these promises were never implemented, even if this issue was practical, it still did not seem possible to fulfill the promise of building one million housing units annually by the government; Because there were still other problems in the path of this project, which still remain in force.

Land supply

The second problem for the construction of these buildings is land supply. The impossibility of registration in 14 provinces and the creation of new cities and towns indicates that the government is facing a serious shortage of land to provide land for the national housing project.

This problem is so serious that the government has changed land use in many areas. At the same time, in many provinces where the government is proud to pick and choose, the national housing lands have been placed outside the urban and residential areas!

In this regard, the vice president of urban housing of the Housing Foundation recently stated in an interview with Mehr that there are applicants for 9000 units, but there is no land!

Hamidreza Sohrabi added: 120,000 square meters of the project have been defined, of which 110,000 units have been paid by the applicants, of which about 9,000 units do not have land or the land has problems.

According to the deputy of Housing Foundation, in a significant part of these cases, even though the land is available and planned, the land has objections and the court has taken the land from the Ministry of Roads and Urban Development! These 9000 units were approved from 2009 to 1400 and applicants’ qualifications were checked, but the land for their construction was not provided.

Electricity supply

The third problem can also be seen as the problem of electricity supply. According to Mustafa Rajabi Mashhadi, the spokesman of the electricity industry, the electricity supply for this volume of housing is estimated at 15 thousand billion tomans, which accounts for more than 50% of the budget of the Ministry of Energy. Considering that currently the Ministry of Energy owes money to the private sector, it seems that the National Housing Plan is also facing problems in this regard.

water stress

In the past few years, most cities in Iran are facing the problem of water stress and land subsidence, and currently 300 cities are in the stage of water stress. The construction of this amount of housing requires water supply for them, and this factor is also considered a barrier for building new housing in large numbers.

Inflation of building materials

Previously, Iraj Rahbar, the head of Tehran Mass Builders Association, in an interview with Tejarat News, estimated the cost of building each meter of these apartments at eight million tomans. But the factor that exists in this is the inflation in the country. A point that the leader had also emphasized.

The latest data from the Iranian Statistics Center shows that the price of construction inputs has increased by 29% from the summer of last year to this summer.

If this statistic is examined in more detail, we have seen price increase in cement group by 21.4%, electrical installation group by 39.5%, mosaic, tile and ceramic group by 36.8%, building painting group by 8.56%. The glass group has grown more than other groups with an increase of 3.83%.

However, it seems that estimating the cost of construction is not an easy task despite the daily increase in the price of construction materials.

Therefore, it seems that the construction of national housing is not widely applicable, and this year, almost nothing has been implemented out of the one million housing that was promised. This project has not been well received and so far about 25% of the total income has been provided by the applicants.
