Given these objections, which, of course, the Guardian Council does not seem to insist on, it is clear that the fate of the decision to reorganize the car with the focus on import liberalization will ultimately be determined by the Expediency Council.

The car reorganization plan was approved by the Islamic Consultative Assembly in late September this year, the main focus of which was to liberalize car imports without transferring currency. However, due to the ambiguities of the Guardian Council, this resolution was not approved by this council and was returned to the parliament.

The Guardian Council also announced that the High Council for Supervising the Good Implementation of the General Policies of the System had also objected to the resolution, calling it contrary to the resistance economy and the protection of Iranian labor and capital. The parliamentarians, as they insisted on the implementation of their plan, resolved the objections of the Guardian Council and approved the plan again in public and forwarded it to the Guardian Council.

Furthermore, although the Guardian Council stated that the decision to reorganize the car was not objectionable in the opinion of this council, it still announced the opposition of the Supreme Board for Supervising the General Policies of the System. According to the last statement of the spokesman of the Guardian Council, with the amendments that were approved by the Islamic Consultative Assembly in the session dated November 17, 1400, the amendment in question was discussed by the Guardian Council in the session dated December 31 of this year.

Accordingly, the Guardian Council announced that according to the letter of the Chairman of the Board of Supervisors on the proper implementation of the general policies of the system, which contradicts the car reorganization decree with the general policies of the system, the decree (due to conflict with the policies of resistance economy and labor and capital protection Iranian) is considered contrary to paragraph 2 of Article 110 of the Constitution.

Even now, the Parliamentary Research Center believes that due to the insistence of the deputies on the implementation of the car reorganization decree, the work is out of the hands of the Guardian Council and the parliament, and the Expediency Council should determine the task of this case.

Recently, members of the Industries and Mines Committee of the Islamic Consultative Assembly held a meeting with members of the High Board for Supervising the Implementation of the General Policies of the System and defended the resolution. Of course, the details of the talks exchanged at this meeting are not available, and it is not clear whether the parliaments were able to convince the High Supervisory Board or not.

Now we have to wait and see when the decision to reorganize the car with the focus on imports, when it will go to the Expediency Council and what decision will be made about it.
