This action has been taken following the letter of the President to the Minister of Silence regarding the transparency of car supply, and the integrated car allocation system now operates as the only passenger car allocation authority, under the supervision of the Consumers and Producers Protection Organization. Production of complete cars in domestic automakers and the continuation of the process of supply of automakers in this system, we are witnessing an increase in people’s satisfaction in transparent access to cars at reasonable prices.

Among the benefits of this measure are fair allocation of vehicles, increasing consumer accessibility, transparency and creating a single supply procedure for all automakers, eliminating the flaw in supply engineering in the form of droplets or supply of vehicles in non-transparent markets by automakers, increasing diversity and choice for Consumers in each period of supply and elimination of major defects of past methods, pointed out.

Of course, it is obvious that the Ministry of Silence is only in charge of the implementation of car allocation and the implementation process is done by car companies; Therefore, in order to closely monitor the method of car allocation and guarantee the rights of the people, the Ministry of Silence had previously corresponded with the Commodity Exchange Organization on preventing the suspension of car supply in this organization on at least two occasions on 1401/2/17 and 1401/3/2. But unfortunately the effect was not arranged; Therefore, the action of the Ministry of Silence was not overnight and without prior notice.

Obviously, the supply of high-demand and low-demand cars in the commodity exchange leads to an astronomical increase in their price, as well as its triple price (product price, stock price, market price).

In other words, due to the gap between supply and demand, in practice, the supply of cars on the stock exchange will lead to an unbridled increase in the price of the car compared to the price offered by the company, and based on that, the possibility of forming a third price beyond both producer and stock prices. There will be at the car market level.

Also, as long as supply is extremely low, the formation of a third market between the stock exchange and the market with higher prices is not far from the mind, while the argument of creating transparency by offering cars on the stock exchange means when it applies to cars offered by toy carmakers; But it does not apply to high-priced cars that are offered at a fair profit by the manufacturer.

On the other hand, comparing the supply of efficient cars in the commodity exchange with the supply of high-demand cars in this space is not a correct judgment, because there is no queue to buy efficient cars and its supply is not less than demand, but in the case of high-demand cars, the trend is completely different.

It should be noted that the strategy of the Ministry of Silence during the management of Dr. Seyed Reza Fatemi Amin has led to the growth of commodity exchange transactions in the new period and its performance last year exceeded 500,000 billion tomans and this belief in transparency will continue this year and next. .

Another point is that the plan to supply cars on the stock exchange, which was previously proposed by some esteemed members of parliament; It had two dimensions: “discovering the real price of the car in the market” and “spending more than the approved selling price to develop the car infrastructure”, but in the current plan presented by the carmakers in the stock market, not all aspects are seen comprehensively and only partially That plan is enough.

Of course, according to Article 7 of the Law on Organizing the Automotive Industry, which has been notified by the Honorable Assembly of the Islamic Council by letter No. 20892 / 11-24 dated 140/3/16; Automotive companies are required to calculate the percentage of profit and the final price when selling the finished price of the car and notify the Competition Council, so it is necessary to consider the necessary arrangements regarding the supply mechanism in the stock market according to the law.

It is emphasized that any car supply according to the executive regulations of the Car Consumer Protection Law is subject to review by the relevant authorities by the competent authorities. It was also emphasized by the Office for the Supervision of Metal and Mineral Goods of the Protection Organization.

On the other hand, due to the need for supply in the integrated car allocation system, for any supply of cars due to overproduction in the stock exchange, it is necessary to obtain a license from the Ministry of Silence, which has not been done by car suppliers in the stock exchange. Thus, the Ministry of Silence is fully prepared to assign this issue to car manufacturers by determining the dimensions of car supply on the stock exchange.

In the end, it should be noted that some private automakers have not fulfilled their national duty to escape the sale of cars in the integrated system and try to make more profit, so the Commodity Exchange is expected to instead of playing on the profit side of a carmaker to the Ministry of Silence for integrated car market management. help.
