According to reports ایسنا, Housing deposit assistance facilities paid to some tenants in 1399 and 1400, according to the proposal of the Ministry of Roads and Urban Development, will probably be expanded next year. This news was announced by Mahmoud Mahmoudzadeh, Deputy Minister of Housing and Construction, Minister of Roads and Urban Development, and he said that the purpose of presenting it was to organize the rental market and facilitate the payment of rental expenses for tenants.

He reminded that during the last two years, approvals have been obtained from the National Corona headquarters for the housing deposit, adding: “Increasing the rental prices is not possible for the tenants to pay.” For this purpose, this year, proposals have been prepared and submitted in the form of a budget law to be finalized and approved. With the approval of these proposals in the budget law, it is intended to provide suitable credit to the tenants for housing deposit assistance facilities.

Mahmoudzadeh continued: “In this year’s budget law, it is planned to expand housing deposit facilities and work with a stronger structure.”

He added: “Appropriate legal tools should be provided for the Ministry of Roads and Urban Development to provide these aids to tenants.”

Recalling that the housing and rental market is affected by the country’s macro-economy, the Deputy Minister of Roads and Urban Development explained: “Efforts are being made to compensate for the gap between the rental price and the ability of tenants by paying rent assistance.” If the proposal of the Ministry of Roads and Urban Development is approved in the 1401 budget law, significant assistance will be provided to the tenants.

Regarding the details of the proposal, he said: “It has been proposed that 10% of the housing facilities approved by law be spent in the form of a rent deposit.” This proposal has been submitted and approved by the initial sections. It is hoped that this figure will be fixed in the final budget, which is a good help for tenants.

Organizing the rental market

Mahmoudzadeh also mentioned another step of the Ministry of Roads and Urban Development in the issue of organizing the rental market, the issue of professional leasing and added: It is a follow-up that with its approval and implementation, the rental market will be organized.

The Ministry of Roads and Urban Development has put the expansion of rental loans on the agenda, but over the past two years, many tenants have been deprived of these facilities due to the difficulty of banks in paying rental loans. While the emphasis of the Corona headquarters was to pay the facilities to the tenants with the minimum documents and with the maximum facility. But the tenants were faced with new issues, and each bank offered its own conditions to them.

As of October 9, 2014, 1,337,127 people registered as applicants for mortgage loans in the tem.mrud.ir system, but until December 13, only 403,000 people received the facility and 557,000 people registered in the system. Banks were introduced.

The registration of applicants for housing deposit loans began on June 17 and continued until midnight today, December 21.

The ceiling of these housing deposit assistance facilities in 1400 was set at 70 million Tomans for the metropolis of Tehran, 40 million Tomans for other metropolises and 25 million Tomans for other cities.

According to the Central Bank, in December of this year, the annual growth rate of rents in the whole country was 54% and in Tehran was 51%. From December to December, according to the Statistics Center, rents increased by 4.6 percent, with the rental market ranking third after monthly inflation after tobacco and cereals.

On the other hand, some unofficial reports indicate that the number of tenants in Tehran, which was 42% until 1398, has reached over 50%, and in fact the number of tenants has increased from the owners.
