Clause 1 of Article 13 alludes to the insulting behavior and actions of a “person”, but from Clause 2 of this article, it can be interpreted as such that this tweet and the behavior of the official user account of the “American Men’s National Football Team” is a kind of insulting act of “a person”. It is against Iran’s national football team and the American Football Federation must be held accountable and subject to all the fines and punishments of this clause.
